The executive session was called to order at 8:20 PM.
Motion: To enter into Executive Session for the following reasons and to not return to
open session:
1) Pursuant to M.G.L. Ch. 164, Section 47D and M.G.L. Ch. 30A, Section 21,
Exemption 2, to conduct strategy session in preparation for negotiations with
nonunion personnel or to conduct collective bargaining session or contract
negotiations with nonunion personnel.
2) Pursuant to M.G.L. Ch. 164, Section 47D and M.G.L. Ch. 30A, Section 21,
Exemption 3, to discuss strategy with respect to collective bargaining if an
open meeting may have a detrimental effect on the bargaining position of the
public body and the chair so declares.
3) To consider and approve Executive Session minutes of October 29, 2018
meeting, where Exemption 6 was declared.
4) To consider and approve Executive Session minutes of January 2, 2019,
where Exemptions 3 and 6 were declared.

Chair Aptowitz had compiled all of the Board members performance evaluations of MMED
Manager Sollecito. He reminded everyone that the evaluation is confidential until they get to
the salary portion which is public information. He distributed copies of the document to
Manager Sollecito and the Board members then read aloud the scores for each of the
categories. The Board members then had opportunity to elaborate on the comments they had
made in the evaluation.
Motion: To approve the summary evaluation of MMED Manager Joseph Sollecito

The Board then had a discussion about the amount of the increase in salary. Manager
Sollecito had given the Board documentation to review regarding his colleagues and their
salaries and Chair Aptowitz gave Manager Sollecito paperwork regarding the Board's
proposal. Chair Aptowitz also noted that the wage increase would be retroactive to July 2018.
Motion: To increase the base salary of MMED Manager Joseph Sollecito by 3% and
make it retroactive to July 1, 2018

Chair Aptowitz said that the next review for Manager Sollecito should be in July 2019 and
that there will be another change in salary then. He said he wants to memorialize that
Manager Sollecito's next evaluation will be done at that time.
Motion: To have the evaluation of MMED Manager Joseph Sollecito completed by the
first week of June in order to have a contract ready by July

With respect to MMED's upcoming collective bargaining, Manager Sollecito told the Board
that he had spoken with Brian Pierce from the IBEW that day. He also let them know that the
Town's human resource person Jocelyn LeMaire would be sitting in on the negotiations then
asked who from the Board would also like to join them. Commissioner Trowbridge said that
he would like to receive memos along the way regarding the status of the negotiations.
