Select Board asked a few questions and made a few comments. Mr. Walter Wilk, Chair of the Finance Committee also came
forwod and stated that the Town needs to be consistent with its tax policy and focus on increasing the tax base and he
-stated that he was concerned that new businesses have not come to Mansfield. In the short term, he believed the Town
could benefit from the selling of more properties that were taken by tax title a few years ago. Once a home is built on these
parcels each has the potential to add eight to nine thousand dollars to the tax base. Chairman Aptowitz asked if there was
anyone from the public who wanted to speak and no one came forward.
Motion: To close the public hearing at 7:14PM. (Schoonveld/DelVecchio) Passes 4:0
Chairman Aptowitz stated that currently the split was at 1.25 and the Board needed to decide what the split was going to be.
He then read a statement from Mr. Rhein who was not present who was in favor of raising the split to 1.29 or 1.3. Mr.
DelVecchio stated although there is not a set policy for setting the tax but over the past years the practice has been to spread
the impact equally amongst the classes. He stated that over the long term the goal is to reduce the split to make the
commercial base the bigger part of the tax base. Mr. Trowbridge agreed with Mr. DelVecchio and believed things were
heading in the right direction and the burden should be shared. He also agreed with Mr. Wilk about having another auction.
Mr. Schoonveld stated that the policy has been to ease the burden and he believed the Board has done that as he looked at
the data from previous years. His concern was the anemic new growth the Town was seeing as it was not sustainable to the
future needs of Mansfield. The Board then used the spreadsheet created by Mr. Stanbrook to decide on the tax split.
Motion: To set the split to 1.29. (Trowbridge/DelVecchio) Passes 4:0
13. Select Board Member's Questions and Comments
Mr. Schoonveld asked when Finance Committee interviews would happen as they have been down a member. Chairman
Aptowitz answered it would be at the first meeting in November. Mr. Schoonveld then noted the Master Plan Workshop is
Saturday and noted that he is there as a resident and not a Select Board member
Mr. Trowbridge asked for the Budget Subcommittee to be scheduled and he then thanked the work for the toiletry drive.
Mr. DelVecchio was excited about the draft RFP for the Fire Station. Mr. DelVecchio also agreed with Mr. Schoonveld that he
is attending the Master Plan Workshop as a resident. He then stated that it was an interactive workshop for everyone to be
involved and to go to the event and participate as much as possible as this creates the road map for the next ten years.
Mr. Aptowitz reviewed the November meeting schedule and then noted the Ribbon Cutting Ceremony at the Public Safety
