Home My WebLink AboutSELECTMENminutes12122007-20080207154914 Town of Mansfield Board of Selectmen Minutes of December 12, 2007 Present: Chairman Louis Amoruso, Vice Chairman Sandra Levine, Clerk Ann Baldwin, Selectman George Dentino, John D'Agostino, Town Manager The Board of Selectmen's meeting was called to order at 7:30pm, followed by the Pledge of Allegiance. RARE Hospitality dba Long Notice of public hearing read into record by Clerk Baldwin. Transfer of stock and Change in Directors presented by Barry Gerstein Motion: To open public hearing. (Baldwin/Levine) 4:0 passes Darden Restaurants owns GMRI Inc. whom just purchased RARE Hospitality. Thus the change in stock and change in Directors. The restaurant management will not change. The change is for all of Long Horn Restaurants not just Mansfield or even New England. Motion: To close public hearing. (Levine/Baldwin) 4:0 passes Motion: To approve transfer of stock. (Dentino/Baldwin) 4:0 passes W aterclClrity issues in West Mansfield Lee Azinheira , Bob Chappell, Woodard & Curran consultant and Kurt Gaffney present When a water main breaks (or flushing of the lines occur) the iron and manganese in the water that accumulates in the pipes stirs up into the water system and discolors the water coming to area homes. Sewer upgrades will be starting at Elm St next year. The Albertini wells had the highest levels of iron and manganese so they have been used sparingly. The Cate Springs as primary and Morrison and Mahana wells have been used more often however; all of the wells need to be treated to combat these mineral deposits over the years in order to use them effectively. Red be Gone has been distributed to residents for use in the wash to combat the mineral deposits in the water. There is also a rebate available to residents who wish to install a water filter system in their house. Board of Selectmen Minutes of December 12, 2007 Selectman Levine asked what "back washing" is and why it is necessary. The water flow is reversed in order to clean the lines of the mineral deposits. Mr. D'Agostino stated that the Mansfield water dept. has received water awards over the past years for the maintenance of the town water system. Chairman Amoruso asked Dan Pascucci, 10 Riverwood Drive, to come up now instead of at questions and comments. He stated that he has a water filter on his house and it is expensive to install and maintain. He is not in favor of the town having residents putting filters on their houses to fix the water problem. He also does not feel that the $75 rebate for the program is sufficient. DPW Director Azinheira stated that the water filter is a short term solution as the long term solution is to update the lines and that takes time and money. · Reschedule of Light Commissioners meeting from January 16th to the 30th . Capital budget meeting on January 21st. · Holiday party at the COA this Friday. . MMA trade show on January 11th and 12th · He will be away on vacation for the next two weeks but will be available. · Townhall will be following holiday schedule until new years. · List of employees that take home cars is being compiled for next week · Selectman Dentino would like a list of first responders and cars . (Dentino/Baldwin) 5:0 passes Steve McCaffrie, Mill St. buys own Red Out. However, he would like to discuss housing issues. The Mansfield Housing Corporation Board of Directors had not keep minutes of their meetings on file with the Town Clerk since Nov 2006. Residents cannot find out what is happening with this Board as this is such. Mr. McCaffrie does not feel that the trust fund for the Mansfield Housing Corporation is set up appropriately. There should be a Board for the trust and one for the Board of Selectmen Minutes of December 12, 2007 4 Corporation. He would like an article put on the warrant in the spring to transfer the funds to the Corporation if they do not have the money already. Mr. MtCaffrie also asked about the fee proposal for the parking lot licenses. Mr. D'Agostino gave the Board a memo regarding this issue a few weeks ago. · Old business from Chairman Amoruso: None Old business from Selectman Dentino: Questions on number of vehicles used. Also mileage use, children and dogs transported in town cars to other towns. Selectman Dentino stated that residents call him with issues as opposed to the Town Manager so it will be addressed. The residents are afraid of the Town Manager. If a resident calls a Board member they need to get specifics to report back to the rest of the Board and the Town Manager. Classification update requested. Mr. D'Agostino is working on it and will complete it as soon as possible. Questions on whether legal council gave an opinion on civil rights violations of Kimberly Stoyle. Chairman Amoruso does not recall this request but will forward. Selectman Dentino would like to see a better breakdown of the legal expenses of the above mentioned case. He feels that witness costs are not accurately reflected in the billing from legal. Town Manager D'Agostino stated that if Selectman Dentino wants a break down of every cost associated with the case that he welcomes him to get an itemized cost analysis from legal. The Town Manager does not have the time to request and review this information as he needs to prepare a budget and has a Town to run. To request and organize the information sought by Selectman Dentino would take some time. Selectman Dentino has additional questions on the recently failed recall. He does not feel the votes to support Selectman Amoruso and Selectman McCarter was a mandate on the Town Manager. He would like to employ a labor law attorney to see what the Boards options are if they were to dismiss the Town Manager and he sued them for breach of contract. Motion: To pursue labor council to get opinion. (Dentino/motion fails due to lack of second. Board of Selectmen Minutes of December 12, 2007 5 Question from Selectman Baldwin, would a review of John as the Town Manager be prudent as he was acting in the capacity of the Electric Light Manager when these decisions were made? Chairman Amoruso stated that he would not entertain such a motion when a full Board is not present. .
