1. Call the Finance Committee meeting to order and review the agenda
Chairman Wilk called the meeting to order at 7:02pm
2. Consideration of additional funds for school curtain wall project
Mr. Mike Ahern and Mr. Ed Donoghue were present to give an update on curtain wall project at Mansfield
High School. Chairman Wilk gave some background that an evaluation of town buildings and school buildings
had been done in the past. The MSBA (Massachusetts School Building Assistance) offers a program for 50%
rebate back to towns for school windows, doors, roofs and boilers and the Mansfield High School project had
been approved to participate.
A request for the original curtain wall project at the high school was submitted in 2017 in the amount of $1.3
million. Mr. Donoghue states that the new updated figure is approximately $2.1 million after meeting with
project designers. Chairman Wilk states that a bond was approved at Town Meeting for the $1.3 million. The
MSBA requires a vote from the town before they will give final approval to a project.
Chairman Wilk asked if MSBA would still match the $2 million and Mr. Donoghue indicated yes and continued
to say there 9-10 univentilators that will be replaced during this project that will not be reimbursable by
MSBA in the amount of approximately $100,000. Chairman Wilk asked why there was an overrun on the cost
of the project. Mr. Ahern replied that professional estimators are extremely conservative and cannot get a
good number until final design phase. Chairman Wilk explained that authorization from Town Meeting is
needed to continue with the project and the whole amount must be authorized but will be received 50%
reimbursement from MSBA. He also stated that the town must bond the full amount and then get
reimbursed.
