Present: Mr. Walter Wilk, Chairman; Mr. Scott Feely, Vice -Chairman; Mr. Brian Eagle, Clerk; Ms. Kathleen
Aguiar; Mr. Michael DeSantis; Mr. Yogen Chemburkar; Mr. Michael O'Brien
Also Present: Mr. Kevin Dumas, Town Manager; Mr. John Stanbrook, Town Finance Director
Not Present: None.
1. Call the Finance Committee meeting to order and review the agenda
Chairman Wilk called the meeting to order at 7:01 pm.
2. Discussion of Fall Town Meeting and ongoing town financial issues and opportunities with Kevin
Dumas, Town Manager and John Stanbrook, Town Finance Director
Chairman Wilk states that since there is a fall Town Meeting the Finance Committee should review the
spreadsheet that Finance Director Stanbrook provided. Mr. Stanbrook states that these are preliminary
numbers and will likely change. The Committee and Mr. Dumas discussed the proposed warrant articles for
Fall Town Meeting. Mr. Dumas stated that the role of Finance Director was going to be bifurcated and
changed to Assistant Town Manager/Finance Director that would remain Mr. Stanbrook and then the Town
would hire a Town Accountant to cover the other part of work that Mr. Stanbrook is currently doing.
Mr. Eagle asked what would be the impact if there were no Fall Town Meeting and Mr. Dumas stated that
$300,000 for the Special Leave Indemnity Fund (111F) would be an issue because of the amount currently in
the Fund and the Mansfield High School MSBA windows and doors project borrowing authorization of
$800,000 that is required by the state and if not approved, the project would stop. Mr. Dumas also discussed
the proposed new security measures for the schools as a "hot topic" for Fall Town Meeting. Mr. Dumas also
gave some details about the new MUNIS municipal software that the town will be converting to. Ms. Aguiar
asked about the $300,000 for the Special Leave Indemnity Fund (111F) and Mr. Dumas explained that this
fund is specifically for police and fire fighters.
3. Reserve Fund transfer requests
Motion: To transfer $25,000.00 to account number 011342-530000 General Fund Finance Director Other
Expenses Professional/Technical Services (DeSantis/Feely)

Motion: To transfer $34,200.00 to account number 011722-530000 General Fund Planning Board Other
Expenses Professional/Technical Services (DeSantis/Eagle)

14. Discussion of town plans for funding new firefighters following expiration of grant funds
Mr. Dumas explained that the federal SAFER grant of
allows the town to have a five-year plan to hire
one firefighter a year until the fifth year when the Town would be responsible for the full cost. Chairman Wilk
suggested to table this to the next meeting.

Mr. Eagle requested that this discussion be continued to another meeting.

Mr. Eagle asked if the Committee would have a presentation at the Fall Town Meeting and Chairman Wilk
stated yes based on what Articles are proposed.
7. Committee reports
Chairman Wilk asked Ms. Aguiar if she wanted to take Mr. Chemburkar's place on the School Committee. Ms.
Aguiar stated she would like to represent the Finance Committee on the School Committee and Mr. Wilk
agreed she should be appointed.

10. Committee member comments
Chairman Wilk states that Mr. Feely, Mr. O'Brien and Mr. Chemburkar are up for reappointment.
Mr. Chemburkar stated he was not going to ask to be reappointed to the Finance Committee when his
appointment expires in December.
Mr. Eagle will send out possible future meeting dates to the Committee for review.
