3. Visitor: Ryan Burke, Life Boy Scout-Eagle Scout Project: As an Eagle Scout Project, Ryan would like to build
10 bat houses and put the houses at the soccer and baseball complexes and at Fulton's Pond and Memorial
Field.
Ryan told the Board the project will benefit the town by lowering the mosquito population; the bat houses will
help lower the chances of a person contracting West Nile Virus and EEE.
Ryan will distribute flyers asking for donations. He will contact Home Depot and Lowes for a donation of lumber.
With a donation of $25.00, a plaque with the donor's name will be put on a bat house. Ryan will also apply for a
town charitable grant in January.
Ryan hopes to have the approval of his troop by December and will begin construction in January.
Nancy asked if he would consider selling the bat houses to residents. At this time Ryan will only be constructing
the 10 houses needed for the project. When the project is completed, he would consider doing houses for the
residents of Mansfield.
The Board was very impressed by Ryan's presentation and is wholeheartedly behind the project. Scott said it is
a good alternative to spraying. He asked Ryan to give him all the information concerning the project so it can be
put on the Cable Channel and on the Town's web site.
Ryan will come back to the Board of Health in December for final approval of the locations for the houses. Ryan
also needs to go before the Board of Selectmen for approval of the finished presentation.
MOTION: To support Ryan Burke's Eagle Scout Project

4. Health Agent's Report
a. Hurricane Tabletop Exercise: On September 1th, a Hurricane Tabletop Exercise was held at
Town Hall. It was well attended and Scot told the Board it helped define the weak and strong
points. On October 1 th, a follow-up meeting will be held to talk about the problem areas.
b. Mansfield Crossing: At this time, 6 restaurants will be opening. When the project is done,
there will be a total of 12 restaurants.
c. Request for a variance for a well, 1 Columbine Road: A variance has been requested for an
irrigation well because the well would be within 60 ft. of a neighbor's septic system.
A deed restriction would be filed with the Registry of Deeds, stating the well is for irrigation
purposes only; the well cannot be used for drinking water.
MOTION: To approve the variance request for 1 Columbine Road

d. 77-79 Oakland Street, David Santoro: An inspection was done on February 27,2006 and
revealed numerous violations. On March 2, 2006 a letter was sent to Mr. Santoro regard
violations at 77 Oakland Street. Due to military obligations, Mr. Santoro was unable to correct
the violations within the allotted time.
A June 4, 2007 inspection revealed Mr. Santoro had not corrected all the violations.
A court date was set for September 2007, at which time a continuance was granted to give Mr.
Santoro the time to fix the remaining violations: handrails for exterior stairway, leak in the
heating oil storage tank, weather-stripping on exterior door and the failed cesspool.
Mr. Santoro will tie into the town's sewer line. He has asked for more time to complete the
sewer hook-up. Mr. Santoro has until the end of the month to resolve the problems.
e. Potassium Iodide Distribution: Robert Paone, the Statewide Strategic National Stockpile
Coordinator, had a meeting with Scott to establish a site in the Town of Mansfield for the
distribution of potassium iodide in the event of release of radioactive iodine from the nuclear
power plants in our area. Great Woods was mentioned as a possible site. Scott has talked
with the people at Mansfield Crossing Mall as a site. Because of the close proximity to Route
495, the mall appears to be a better location.
There will be practice drills next year.
f. Eight-Community Flu Clinic - December 151 @ North Attleboro High School: Mansfield will not
participate in the flu clinic.
g. Latex Paint Hardener: Scott told the Board the hardener could not be purchased through the
manufacturer, it will have to be purchased through the hardware store for about $2.00 each.
1,700 packets will be purchased. The packets will be free to Mansfield residents and available
before Household Hazardous Waste Day. The packets can be picked up in the Board of
Health office. There would be limited of 2 free packets per household. Scott hopes this will
encourage people to by the product if they require more.
The money needed to purchase the product would come out of the budget for 2008.
A flyer would be distributed with instructions on how to use the product and Mike suggested a
public service announcement be done for the Cable Access to demonstrate how the product is
used and to let residents know latex paint will not be accepted a HHW day in 2008.
MOTION: To purchase paint hardener - up to $4,000.00 - with a maximum of 2
packets per household, to Mansfield residents only until the supply is depleted.
