Town of Mansfield
Board of Selectmen
Minutes of October 21, 2007
Present:
Chairman Louis Amoruso, Vice Chairman Sandra Levine,
Selectman David McCarter, Selectman George Dentino,
John D'Agostino, Town Manager
The Board of Selectmen's meeting was called to order at 8:30pm after the Light
Commissioners meeting concluded.
John Sullivan, Lee Azinheira and Ken Hackett were present.
There was further discussion of phases 2& 3 of the School Street area pump
stations/sewer project from previous meetings. With the Fairfield Green tie in to the
sewer the demand for flow will be more than ever. There have been contributions from
developers to off set sewer expansion expenses.
Article 11: To see if the Town will authorize a temporary borrowing of $200,000 for the
School Street Sewer Account, 30-440K-5800, which is a portion of the amount that
Fairfield Development has agreed to pay for the Phase III portion of the School Street
Sewer Interceptor.
John Sullivan, Town Engineer, feels this update is imperative as the present pump system
is failing.
Article 13: To see if the Town will authorize a temporary borrowing of $50,000 for the
School Street Sewer Account, 30-440K-5800, which is the amount that Pinnacle Partners,
LLC has paid in accordance with an Agreement with the Town dated 8/30/07 to assist the
Town with the future expansion of the School Street Sewer Interceptor in accordance
with the Town's Sewer Master Plan. Article included funds for phase 4 design work.
Discussion over what the Master Plan has dictated in the past as opposed to what it
includes now.
Quick recap of sewer articles 10-16 and the costs associated with each.

The Town Manager has met with the Finance Committee several times and they are
presenting recommendations to Board. The general fund certified free cash is $1,471,043.
$530,900 in addition to $75,442 will be used to pay outstanding FY07 bills and overdue
fire dept. commitments. Of the funds left 60'Yo will be dedicated to article 4:
Stabilization account. That will bring stabilization up to 2.1/2.2 million.
The remaining $348k is recommended to be spent in part on Article 6; special education
expenses. Fincomm Secretary, and $60k for article 9; highway garage improvements. The
additional $20k needed will come from the sewer enterprise account as this is the
estimated amount of time that highway garage staff spends on sewer work.
Also included in the remaining funds is $172k for 4 new police cruisers in addition to the 2
received in the spring. The last 4 officers hired do not have cars available so this would
bring the fleet up to meet the needs of the department. The Police department also has a
shortage in Dispatch personnel as it is a 24/7 operation and a couple of dispatchers have
resigned in the past few months. The Chief estimates that they will have a $40k FY08
budget shortage in this area.
The Town Manager has promised Moody (Bond Certification) that he would recommend the
Town to put aside 60-70'Yo of free cash towards stabilization. Moody has been concerned
in prior years that stabilization was low and now at over 2 million the Town has a healthy
amount reserved.
