Communications HealthCare Options May, June and July Nursing Reports Adjourned at 7:05 PM. 4. Hearing Hearing opened at 7:05 PM. Mark Szela of GPR Southeast, LLC and Matt Long were present. Public hearing to adopt the prohibition of shared septic systems: The use of shared septic systems for new construction will be prohibited in the Town of Mansfield. Mike wanted to know if a homeowner wanted to add a bedroom to an existing house would they be prohibited from doing so under the new regulation. Scott said the article could be amended to allow for expansion. Nancy asked if there would be a limit to the size of additions allowed. Mark Szela and Matt Long are against the regulation. They feel by limiting the use of the shared systems, there is the potential for a decrease in property values and the landowner can't get the full potential from their land. Eliminating the shared systems could financially hurt perspective homeowners. Mark and Matt both feel they are equal in health benefit, not less than standard criteria for a single septic system. There is less disturbance to the land when a shared system is installed. Ray: "If verbiage needs to be added to amend the regulation to allow for additions to existing homes, the Board needs to discuss the regulation further. At this time we are in no hurry to pass the article." The article was tabled for further discussion. Hearing ended at 7:25 PM. 5. Health Agent's Report a. Level 5 is when the state would take control of cities and towns. The Tweeter Center and Hockomock Area YMCA were notified. Otis Field, Fulton Pond, Plymouth Street recreation fields and any public area used as a park will be sprayed. A mosquito alert/information notice was put on the town's web site and on the cable channel as well as memos to department heads. Schools can apply for a single-use waiver, allowing for spraying without the required 2-day written notification to staff and parents.
