Treasurer's Report
Sally is moving on from the Treasurer
position.
Anyone interested in the position should
talk to Chris and we will vote on someone
at the next meeting. The term for a
treasurer is voted on once per year.
Our allocations increased to $8,500 from
the state and the town increased their
contribution as well.
We missed the June 30th deadline to file
accounting deadlines, which has resulted in
a loss of $700. Lisa proposed that we may
be able to request the funds at annual
meeting.
We still have $400 in unspent funds from
spring grants that did not submit
reimbursement requests. In the future, we
should include wording in the grant
approval letters stating that grantees have 1
year from the date of the approval letter to
submit reimbursement requests.
Sally needs a vote concerning how much
money the council would like to set aside
for administrative costs. Last year we
allocated $320, and used half of it.
Katherine moved that we allocate $200 for
administrative fees, Eileen seconded. Motion Failed.
Discussion on the motion. Motion failed.
Marc moved that we allocate the same
amount as last year $320, as there are more
events that we're planning on participating
in and setting aside funds for a cushion. Motion Approved.
Seconded by Katherine. Motion passes
unanimously.
Sally will put together a treasurer
description. Having Microsoft excel skills
is a must. Next year is Sally's last year on
the council and she'd like to mentor the
new person. It is a time commitment. All
forms completed need to be signed by both
the treasurer and chair. Once a quarter, the
treasurer, chair has gotten together with the
town accounting department to go over
funding requests and reimbursements.
Chris noted that the town may be able to
provide excel from the town. Chris is
willing to help anyone with spreadsheets.
Downtown Committee
Marc is stepping down from the
Downtown Committee.
Motion to elect Eileen Cusack as
Downtown Committee Representative by
Lisa Piscatelli, seconded by Gail Gilman.
Motion passes unanimously.
The responsibility for the representative is
to advocate for arts and cultural aspects in
the downtown area.
Motion Approved.
Fall Festival at Fulton
Gail presented on the upcoming Fall
Festival at Fulton Pond. It's going to open
Friday, October 4 and go through the 5th.
The rain date is October 6th.
The Pond will be used to launch paper
lanterns friday night. Girl/Boy Scouts and
other community groups will be there.
Saturday there will be a beer garden,
children crafts, vendors, llamas, and a
ferric wheel. There will be bands
throughout the day. Saturday will be open
12-5pm.
There will be vendors selling art and other
items on the pathway.
There is hope that this fall festival will be a
successful event for years to come.
Katherine and Gail have done a great job
planning this event and we should all go
and support them.
There is ample opportunity for volunteers
to help out at the Fall Festival. Please
contact Katherine for details.
Fire House Update
Annette presented that the Historical
Commission is applying for Historical
Status of the Mansfield Fire House. The
Commission believes that the building is
likely to get Historical Status as the
architect was known for designing
premiere fire houses.
This registration will allow for the
preservation of the building.
Kevin from the Commission has created a
booklet on the historical significance of the
fire house.
Katherine suggested that the fire house
should be used for occasional cultural, art,
and family events, while the fire house is
not occupied.
Grant Project -
Chris and Marc presented updates on the
Mansfield Cultural
publication.
Publication
Marc has created a web page showcasing
the progress on the Publication, including
3D renditions of former historical
buildings in downtown Mansfield; it is
located at emasary.com/MLCC
For instance, Marc has sketched up what it
would look like if the Baptist church had
not burned down.
Chris suggested we create a publication
like publications the NRT puts out.
Chris suggested that the publication should
be a Joint Project with the Historical
Society/Commission.
They presented the following names for
the council to consider:
• Ghosts of Mansfield
• Forgotten Mansfield
• Mansfield: A Crossroads of Culture
If anyone has any ideas for names, please
submit them to Chris.
There will be a black history section of the
book as well as sections on old town
managers, town workers, girl scout troops,
natural/artificial ponds and paths.
There will be splash pages made by local
artists, as part of a collage in each category.
There will be the old photo, the new photo,
with the composite below, with
accreditations, historical facts, and a quote
from residents.
Waiting on quotes from Staples and NRT;
possibly malting up to 250-300 copies.
Lisa proposed that we should vote on
extending the timefiame of the Publication,
as we need to submit receipts by February.
Lisa noted that we should consider
submitting a Phase II grant for the
completion of the Publication.
As a preliminary goal, Marc will mock up
a calendar and work towards completing a
mock up of the publication.
Annette suggested that we should apply to
the Gift fund for additional funds.
Lisa suggested that we mock up photo
prints of the historical buildings.
Lisa suggested that there should be editors
to review the publication. Annette
volunteered to revise it.
Chris will mock up different color schemes
and designs and present them to the
council.
Marc suggested that we should construct a
3D mockup. Chris will look into this.

General Discussion
Katherine spoke with the Visual Arts
teacher at Mansfield schools; he is starting
a course called Art in Public Places that
will focus on Mansfield.
Annette shared that the Historical
Commission is advocating for the
downtown pocket park to be named "Back
Bay Park" after the Back Bay brook.
Katherine moved that the council keep the
grantee criteria as it is, seconded by
Motion Approved.
Annette. Unanimous vote in favor.
Annette is publicizing that the grantee
cycle is open. The council will publicize at
the Fall Festival. Chris will send the
announcement to the town once Annette
has sent.
Ron noted that the Road to Diversity and
Understanding is currently researching the
Underground Railroad in Mansfield and
the surrounding area.
Schedule Next MLCC
Chris will like everyone to think about a
Meeting
set day of the week so that the council will
schedule meetings far in advance.
Next Meeting Scheduled September 26 at
7pm
Adjournment 8:35 pm
Marc moved to adjourn the meeting.
Ronald 2nd the motion. Unanimous vote.
