was created to administer the Federal and State programs, assist the Executive
3
Director, oversee staff, and manage the office during Mr. Forbes's time
managing the Plainville Housing authority but with the elimination of the Plainville
Housing Authority's management agreement, it would allow her to be in the
office full-time without requiring anyone to act on her behalf. Ms. McDougall
advised that the proposed change will move many of the current duties of the
Assistant Executive Director to program administration which would fall more in
line with the proposed Housing Administrator job description.
Ms. McDougall proposed to have the budgeted salary of $48,300.00 for the
Assistant Executive Director remain the same for the proposed Housing
Administrator position so that she will be able to attract qualified candidates for
the proposed position. Ms. McDougall stated that she did not require health
insurance; therefore, the Authority was able to budget more for the position than
they would have been able to if she were enrolled in one of the health insurance
plans through the Housing Authority. Ms. McDougall stated that a reduction in
the salary for the position may be necessary should the person she hire require
health insurance.

Chairman Doyle asked for Mr. Forbes to further explain the situation. Mr. Forbes

hanging and explained the circumstance and that the items must be removed as
we can no longer allow items to be hung off of the building or railings. Mr. Forbes

there is not a paper trail to show this. The Firm recommends that the Director

Housing Coordinator vacated her position early within the audit period as some
of these duties were always assigned to her.
Exception #2 Waae Reconciliation: The Firm notes that the Authority's Top 5
Compensation Form does not match exactly the amounts reported on the
reconciled tax forms because one employee's gross compensation was
understated by $270 on the Top 5 Form and recommended that the Authority

before submitting the Top 5 Compensation Form.
Mr. Forbes stated that the top 5 compensation form was completed by the Fee
Accountant and the error wasn't noticed prior to submission to DHCD. Mr.
