A Motion was made by Ms. Flynn and seconded by Ms. Dye
to approve the installation of laundry services for
Bicentennial Court, Park Court, and Cedar Court.
Various tenants spoke out to request more information regarding details of the
laundry services. Mr. Doyle explained that at the November 2018 monthly Board
meeting there were residents that were dissatisfied with the condition of the
existing washers and dryers. The Board at that time requested that the
Executive Director inquire about contracting with a laundry service company so
that new machines could be installed. Mr. Doyle continued by saying that the
Housing Authority does not have the funds to replace the laundry equipment and
then asked the Executive Director to provide the residents with more details of
the proposal that the Board was currently deliberating on.
Ms. McDougall stated that MacGray had proposed to replace the existing
equipment with brand new machines including a front -loading washer and dryer
at each location. Ms. McDougall made it known that the laundry machines would
no longer be coin operated but would require a card that would be distributed to
each resident. Ms. McDougall added that MacGray would be responsible for any
repairs or problems with laundry services, so the tenants would have to request
service from MacGray directly, instead of calling the Housing Authority for
maintenance.
A resident expressed concern over the potential cost to the tenants. Ms.
McDougall said the proposed amount is $2.00 per wash and $2.00 per dry. Ms.
McDougall declared that the local laundromats charge between $3.00 and $8.50
per wash and averages $.25 for five minutes of drying time.
A tenant suggested the drainage problems that had previously caused flooding
at Park Street and Bicentennial Court, be considered. Ms. McDougall
announced that the Housing Authority had already made plans to have a
plumbing contractor clear the drains at both locations, prior to the installation of
the new machines.
A few residents voiced frustration, stating there was a lack of communication
between the Management and the residents. Suggestions were made that more
information be posted online and a newsletter to the tenants be considered. The
Board took the suggestions under advisement.
Upon Vote, the Motion passed by a Vote of 5-0,
A Motion was made by Ms. Tatum and seconded by Ms.
Flynn to approve the updated Mansfield Housing Authority
Personnel Policy.
Ms. McDougall made it clear for the Board that Mass NAHRO legal team had
drafted a Personnel Policy template that they distributed to Local Housing
Authorities to adapt and implement. The presented policy will supersede any
previous Board approved policy in one updated, cohesive policy.
Upon Vote, the Motion passed by a Vote of 5-0.

Tatum.

Tatum to approve closing the Housing Authority office and

24, 2018.

The Chairman referred to Agenda Item #9 Questions and Comments
Mr. Kozlowski made it known, that the documents the Board of Commissioners
review and deliberate on, are subjected to a public records request once it is
made public at the meeting.

the Board Meetings for Public questions. She reassured tenants that the board
works diligently to address the concerns of residents and she publicly
encouraged all to attend the monthly meeting.
A resident asked if there were plans to address the lack of parking for Park
Street tenants. Ms. McDougall stated that future tenants needing parking would
be subjected to locating public parking.

the Executive Director's report read aloud at the meeting.
