Dear Mr. Whelan,
TOWN OF MANSFIELD, MASSACHUSETTS
Six Park Row, Mansfield, MA 02048
Please be advised that at its August Yd meeting, the Board of Health, with reservations,
consented to your request to convert your domestic auxiliary well to a domestic potable
well.
The reservations are manifested by the proximity of your property to the former Gorham
Silver Site located at 340 South Main Street (Massachusetts Contingency Plan). As we
have discussed, this is a site from which volatile organic compounds in the ground water
have migrated off-site. While your well does not appear to be installed in the area of
volatile organic compounds, we cannot be certain of the hydraulic connection between
bedrock fractures that your well intercepts, and those at the site. Therefore, the request is
approved with the following conditions:
1. The water from your well is to be tested by Textron, Incorporated or their agent
(IT Corporation).
2. The well is to be operated for a period of 30 days, pumped dry, then tested.
3. The water from the well shall not to be used until the initial test results are
returned to the Health Department.
4. The well shall be retested 60 days after the date of startup (30 days after the initial
testing).
5. The well shall be retested 3 months after the date of startup.
6. The well shall be retested 6 months after the date of startup.
7. The well shall be tested one year after the date of startup.
8. The well shall be tested annually from the date of startup.
9. Textron, Incorporated reserves the right to test the water in your well at any other
occasion or frequency.
10. Textron, Incorporated reserves the right to install a treatment system on the water
from your the well at anytime they believe necessary.
Your domestic potable well shall be completed within the requirements of the Town of
Mansfield Board of Health Regulation for Private Wells.

On behalf of Textron, Inc., IT Corporation (IT) is pleased to present the Town of Mansfield Board
of Health with laboratory analytical results of a groundwater sample from the private well at 23
Benefit Street in Mansfield, MA. As you are aware, IT, on behalf of Textron, Inc., collected a
groundwater sample from this well, which is currently used for irrigation purposes only. These
analytical results are for your use and for transmission to the property owner, Thomas Whelan.
On October 23, 2000, an IT field scientist collected one groundwater sample from the subject
well. Prior to collecting the sample, a minimum of one well volume (250 gallons of water were
purged from the well to ensure that the collected sample was representative of aquifer water). A
groundwater sample was then collected from a point closest to the well head located in the
residents basement. The sample was collected in three, 40 milliliter glass containers suitable for
volatile organic analysis and submitted to STL Laboratory in Westfield, MA for analysis of
tetrachloroethene (PCE), trichloroethene (TCE), 1,2-cis-dichloroethene (cis-1,2-DCE), and vinyl
chloride using EPA Method 524. These compounds were selected for analysis as they are the
compounds typically detected in groundwater at the Former Gorham Silver site. Note that STL
Laboratory is a Massachusetts Certified laboratory. In addition, one trip blank was also submitted
for analysis of the same analytes using EPA Method 524.
The laboratory analytical report is attached. These results show that PCE, TCE, cis-1,2-DCE and
vinyl chloride were not detected in the groundwater sample. The detection level of the analysis is
0.5 micrograms per liter (ug/L) .
In accordance with the conditions of the Well Permit issued to the subject property owner by the
Mansfield Board of Health, IT, on behalf of Textron, Inc. will collect an additional sample from this
well 30 days following operation of the well as potable domestic well, assuming the well is
converted to a domestic well by the homeowner. Thus, it is imperative that the Mansfield Board
of Health or property owner notify IT of the date in which the homeowner begins use of

DATA REPORTING QUALIFIERS AND TERMINOLOGY
A number of data qualifiers are widely used within the environmental testing industry and may be utilized
in our data reports. The following definitions of these qualifiers are included as a service to our clientele.
The majority of the qualifiers have evolved from the EPA contract laboratory program (CLP).
ORGANIC QUALIFIERS
U - Indicates that the compound was analyzed for but not detected. The
sample detection limit is corrected for dilution and percent moisture. This detection limit
is not necessarily the instrument detection limit.
J - Indicates an estimated value. This qualifier is used when mass spectral
data indicates the presence of a compound that meets the identification criteria and the
result is less than the specified quantitation limit but no less than one-half the quantitation
limit.
B - Indicates that the analyte was found in,both the sample and its associated
laboratory blank. It indicates possible/probable blank contamination and warns the data
user to use caution when applying the results of this analyte. Common laboratory
contaminants in applicable method blanks are reported with J qualifiers to one-tenth the
quantitation limit.
E - This qualifier indicates compounds whose concentrations exceed the
calibration range of the instrument for the specific analysis.
D - Indicates all compounds identified in an analysis at a secondary dilution
factor.
RE - This suffix indicates a re -analyzed sample and is appended to the sample number on the
result form.
RR - This suffix indicates a re -extracted and re -analyzed sample and is appended to the sample
number on the result form.
INORGANICS
U - Indicates that the analyte was analyzed for but not detected.
E - Indicates an estimated value because of the presence of interference.
