1. Call To Order Select Board Meeting -Pledge of Allegiance ,, pppppp
Chairman Trowbridge called the meeting to order at 6:30PM. He reminded everyoneWaf'tRe �eettiing w�bbeing

2. Consideration to Appoint Sarah Joynes to the Conservation Commission
Ms. Sarah Joynes came forward and introduced herself and gave her background and why she wanted to be on the
Conservation Commission. The Board asked her a few questions and all thanked her for coming forward to
volunteer her time.
Motion: To appoint Sarah Joynes to the Conservation Commission to an unexpired term to expire on December 31,
2022. (Schoonveld/Aptowitz) Passes 5:0
3. Consideration to Appoint Graham Wilson to the Board of Health
Mr. Graham Wilson came forward and introduced himself. Mr. Wilson state he was running the Little Kicks soccer
program offer by Park and Rec and that he wanted to get more involved with the Town and had a general interest in
Public Health. The Select Board asked a few questions
Motion: To appoint Graham Wilson to the Board of Health to an unexpired term to expire on December 31, 2019.

4. Discussion with the Finance Committee on Tax Rate Trends and Business Trends
Mr. Walter Wilk was present from the Finance Committee and provided a presentation on tax rates and trends from
research the Committee found as well as information they learned. In summary Mr. Wilk stated that although taxes
have an impact on attracting and retaining businesses, it is one of many variables including tax incentives,
geography, work force needs and permitting processes. He noted that the Finance Committee was surprised by
how many factors are included in the assessment process and that there are a fifteen residential and twelve
commercial/industrial different neighborhood codes in Mansfield that are used for comparison purposes. Mr. Wilk
also provided a regional tax growth comparison amongst neighboring towns to Mansfield, but it was noted that a
different town may have a lower tax rate, but the assessed value is higher causing a big difference in the actual tax
bill for the same size home amongst the different towns. Mr. Wilk recommended that the Assessor's office give a
presentation to the Board. The Select Board members asked a few questions and discussed having a single tax rate
versus a split tax rate.
S. Discussion with Finance Committee of Airport Commission and Temporary Access Stabilization Funds
Mr. Dumas explained that the Airport needs to borrow $500,000 from the Town. There are trees that are
encroaching into the airspace. Ninety-five percent of this will be reimbursed through a grant and will cost the
Airport Revolving Fund the five percent difference. Mr. Wilk stated the Finance Committee supported the article.
6. Discussion of Articles by Select Board for Town Meeting and Potential Vote
Mr. Stanbrook gave a summary of each of the articles of the Town Meeting Warrant.
Motion: To support Articles 1-6 and 9-21 of the Town Meeting Warrant. (Rhein/DelVecchio) Passes 5:0
Motion: To change the name of the SMHG Stabilization Fund in Article 23-25 to Employee Healthcare Stabilization
Fund. (Aptowitz/DelVecchio) Passes 5:0
Motion: To support Article 22-24 of the Town Meeting Warrant. (Aptowitz/Schoonveld) Passes 5:0
