Richard Alves, Town of Mansfield Engineering Division, said he previously submitted a site plan showing
tree clearing within 50 feet of the Bordering Vegetated Wetland. He said the the wetland line was
delineated by Ms. Gonyer and field located by SMC. He said at the last meeting the Commission asked for
more information on what was being proposed and he has submitted a sketch showing the proposed
building and potential site grading. He said at this stage they are looking to clear trees between the 100 -
and 50 -foot line, which amounts to approximately 40,000 square feet of disturbance. He said if approved
they would clear the trees in conjunction with the Notice of Intent, which he will present tonight.
Mr. Roth said this project was presented for review by the Canoe River Aquifer Advisory Committee
(CRAAC); he said there were no Issues and the Advisory Committee voted unamimously to accept the
project.
Mr. Healey said he does not have any concerns with the proposed clearing because it is necessary for the
project, but said one thing that needs to be addressed is the Issue of lead contamination in the ground
water from the firing range. He mentioned there are EPA guidance documents regarding firing ranges,
which can be a resource for the designer of the project, as well as the Commission. Mr. Alves said the RDA
was filed for the clearing of the trees only.
There were no public comments.

4. Notice of Intent: Town of Mansfield, East Street within the Town Right -of -Way, Map 33, Lot 11. DEP SE
211-0981
Mr. Alves explained the Department of Public Works (DPW) is proposing vehicle and safety Improvements
at the intersection of Pratt and East Street, to include roadway reconstruction, drainage, utility and auxllary
work; he said all work is subject to the Conservation Commission jurisdiction and the Wetland Protection
Act. He said the limit of work is shown on the plan and the proposed project is to be funded by a road bond
under Chapter 90 and constructed by the Town of Mansfield DPW, Mr. Alves said a drainage study was
performed and the potential impacts of the proposed project were assessed, as portions of the activities
are located within 100 feet of Bordering Vegetated Wetland.
Mr. Alves said with the new Police and Fire Station at 500 East Street, the town is looking to realign the
existing Intersection and relocate the entrance to the Mansfield Green away from the intersection. He said
the increase in impervous area is approximately 20,000 square feet, silt sock is proposed and no adverse
impact to the wetlands will occur. He noted this is a continuation of the Safe Route to School on Route 106.
Mr. Alves said a new entrance to the Mansfield Green will be provided further south from the intersection,
with an entrance for the Mansfield Green and one for the firing range; both these entrances will be
separated by gates.
Ms. Gonyer reminded the Commission that some exemptions are maintenance, repair, replacement of
utility services, structures, and drainage facilities. She said within the 25 -foot zone there is also a very
specific exemption of any drainage outfalls and associated grading.
Mr. Healey said this will be an Improvement of the existing drainage system, not just for traffic issues.
Mr. Alves said most of the work can be done now, weather premitting, without interferring with the
existing intersection and traffic.
James Borrebach, 395 East Street, said his driveway is 220 feet from the proposed entrance. He said he
met with Mr. Alves several times, looked at the plans and expressed his concerns; he said Mr. Alves
addressed all his concerns. He said he supports the project because the intersection is a real safety issue,
primarily with the entrance to the Mansfield Green, and, even though the entrance will be closer to his
house, he believes it is a good project and asked the Commission to approve and issue an Order of
Conditions for this project.
