Community Preservation Act: see handout
Money that comes from town, 1%-3%.
Money from state, monthly report, receives
money from surcharge on documents at the
registry from real estate transactions.
Last 2 years, surplus funding not available.
Wants to ask Suzanne Bumps office about
that.
Most towns are charging between 1-1.5010
Shaun Burke: Planning Board
It went before town meeting once. See
handout.
Opposed originally by development and real
estate community. It's a tax on real estate.
Recording fees, another tax. Took many
years for Durant to get it through. The NRT
and Planning Board supported. Not enough
leg work done to get it done.
Has to get approved at town meeting and
then approved at ballot.
Do grassroots and bring it.
Money goes to: Open space acquisition,
affordable housing, historic preservation.
This CPA has been around since 2000.
Mansfield has never taken part. We have an
opportunity to say we're interested.
Lisa: We wanted to bring it up to see what
we would need to do.
Is Planning Board on board?
What has to happen?
Sponsor an article. Put article together.
There are samples.
Meet with Town Counsel. Will go through
exact procedure.
Looking at May 2019.
Annette asking for a small committee to
help with this matter.
Community Preservation Committee
establishes a set of bylaws and decides how
to allocate the money.
Cultural District
Shaun Burke: presentation at town meeting
about Cultural District.
Ask Town Manager and Chairman of Board
of Selectman for 5-10 minute presentation.
Not voting on it. Have a date on the books
for our public meeting.
Talk with Jack O'Neill to put committees on
tv. Get a program together. Interview the
artists in town. Let people know what we're
doing.
Thank you for public enthusiasm. Would
like to coordinate on plans with other boards
since we all have similar goals.
Comprehensive plan for town, room for us
to get involved.
Cabot Park DOT, downtown, economic
development.
Downtown Committee Awareness campaign. Putting up lights and
show where the parking is. Pathway
between Fulton's Pond and Mansfield Bank,
lit, paved. Extending bike path behind
Jimmy's. End the bike path at a destination,
works better.
Fire station.
Making sure spaces are preserved and made
into a space for whole community.
Firehouse Probably sell it. Surplus it. Should have sold
Paine school with performance date.
Covenant on it. Is the town interested in it?
WPA building. Conversation with Town
Manager, Selectboard, Municipal building
committee.
Public Safety building done spring/summer.
Police and Fire are already getting ready to
move. We have a very short window. Once
regional dispatch is settled, they're ready to
go.
Memorial Hall $50,000 renovations. Everything we can to
bring it back to the way it looked. Don't
know what they're doing on the inside yet.
Architectural access board will allow to redo
the front steps and handicap access.
What is the desire of the school department?
What is the best use for that building?
Can we take part in those conversations for
long term planning?
Mike Ahern special projects manager.
Municipal building committee. Tremendous
amount of input about all the buildings.
TOD (Transportation
Meeting with most of town employees,
Overlay District)
different departments, transportation zone:
main goal amend zoning provisions for
overlay zone. Increase density size so we
can have more real life development.
Different exits/entrances from train station.
End goal, getting parking into town pocket.
Overlay retail/residential/business/parking,
open spaces.
Pedestrian and bicycle oriented. Connected
to urban village. Live/work spaces, small
restaurants. Make it a destination won't need
cars. Have commuters move here. Path to
development was too difficult. How can we
increase density? To attract development.
Chocolate factory

Reconstruction at same time as demo.
Treasurer's Report

Mansfield Local Cultural Council (MLCC) is a
subsidiary of the Mass Cultural Council – a state
agency that promotes excellence, inclusion,
education, and diversity in the arts, humanities, and
sciences to foster a rich cultural life for all
Massachusetts residents and contributes to the
vitality of our communities and economy.
Mass Cultural Council receives an annual
appropriation from the state Legislature and funds
from the National Endowment for the Arts, and
others. In turn, Mass Cultural Council makes
thousands of grants directly to non-profit cultural
organizations, schools, communities, and
individuals artists. The beneficiaries comprise a
cross-section of the population and citizens in each
Massachusetts city and town. The money allocated
is determined by the state's local aid formula,
which is based on property values and on
population.
Grant applications are available online at:
www.mass-culture.org/Mansfield. Projects must
benefit the community to the greatest extent
possible. New projects are encouraged. Funded
,qlz,
activities must take place in accessible spaces. The
deadline for completed applications is October 15.
Approved applications are sent to Mass Cultural
Council by January 15. State approval is given by
March 31. Recipients then receive instructions on
the reimbursement procedure and required
acknowledgement.
In FYI 8, MLCC was allocated $_ from
the Mass Cultural Council and $_ from the
Town of Mansfield to distribute among approved
applicants. The Council received over $ in
requests from — applicants.
MLCC recommended funding the following
programs:
MLCC thanks the Town of Mansfield, Mass
Cultural Council and state Legislature for their
support of the arts. A Grantee Reception was held
in celebration of these awards.
In 2018, MLCC was invited to participate on
the Town Manager's Strategic Development
Committee. Kaitlyn MacLeod was appointed as the
representative.
