Mansfield School Committee ED
RECEIV
Budget Subcommittee Meeting OgYid CLERKS OFFICE
Minutes for October 16, 2018
Superintendent's Office ION MAR -b A 11: 21
A meeting of the Mansfield School Committee Budget Subcommittee was opened and cgl]A"Etj:35 p.m. Jenn
Walsh arrived at 4:38 p.m. MASSACHUSETTS
SC Members Present: Lynn Cavicchi, Jenn Walsh
Others present: Teresa Murphy, Superintendent
Ed Donoghue, Assistant Superintendent, Finance and Operations
Debbie Scott, Financial Operations Supervisor
1. Minutes from 7-18-18 Budget Subcommittee were approved, 2-0.
2. FY18 End of Year Update: Ed reviewed the end of year reconciliation report for FY18.
3. FY19 Update: Ed noted that although it is early in the year, things are trending well in first quarter. Transportation costs
have been challenging in respect to SPED costs and McKinney-Vento (currently 8 students). Transportation reimbursement
goes to the general fund, not to school budget. The BICO transportation provider is struggling to provide service with
students who are special needs and McKinney-Vento.
4 & 5. FY20 Planning and CIP: Teresa, Ed, and Matt Jacques met with Kevin Dumas, John Stanbrook, and town planner Sean
Burke to review the CIP proposals. Matt was asked to resubmit the playground information and to request additional
funding due to the anticipated higher cost of playground surfacing. Teresa said that Kevin Dumas will be presenting the CIP
plan to the CIP committee in anticipation of the fall town meeting on November 13.
The FY20 budget planning calendar was reviewed, with the suggestion to move initial planning meeting with the
Selectboard and Finance Committee to September (instead of late October this year) for FY21 planning purposes.
6. Enrollment management/trends: Teresa noted that as the student enrollment levels decrease at MHS, the administration
will look to use re -allocate positions within MHS or elsewhere in the district.
7. Roland Green/Superintendent Goal: Teresa will be meeting with Roland Green teachers on November 6 to get their input
about the idea of re -locating Roland Green to Robinson. Ed had a very brief and very preliminary talk with an architect. A
feasibility study would be needed.
Meeting adjourned at 6:55 p.m.
Respectfully submitted,
Lynn Cavicchi
Vice Chair
