Minutes of the Recreation Commission Meeting from October 23, 2018. Motion: By Ed Westhaver to approve the Recreation Commission Meeting Minutes from October 23, 2018 as written. Seconded by Mike Weber. Motion passes, 5-0. 3. Questions and Comments: Congratulations to Ed Westhaver and Mike Weber for their appointment to another Recreation Commission term. 4. Visitors: At 6:OOpm, Larry Silver and Desmond Doyle from MYS came to discuss a 10 year plan for the Plymouth Street Facility. Mr. Doyle would like to work with the Recreation Commission on how to put the list of projects together to complete within the next 5-10 years. Mr. Silver stated that the first project they would like to complete is putting in lights at Plymouth Street. They have gotten some quotes, but Mike Ahern suggested they send out a single document so all vendors are submitting the same type of work orders. In addition, he informed the RecCommission that he had meet with Mark Cook and Sherri Gurnon and they drew up an informal 10 year plan that includes: safety, additional revenue sources, lights, adding another grass field in the back, more parking and correcting the water problem that happens often on the grass fields. Desmond Doyle would like to do some fundraising to help fund the projects. Mike Weber addressed the enrollment, and asked if it was experiencing lower numbers in enrollment. Mr. Weber asked if it is better to improve what fields are there rather than add more fields until they see enrollments increase again. Mr. Silver stated that they are down but feels more fields allows more revenue to be brought in as they can rent them out. Mr. Doyle informed the Commission that they will tidy up their 10 year document and at Sherri Gurnon's suggestion, meet with Mike Ahern, to address projects on the plan. When that is completed, Mr. Doyle stated they will come before the Recreation Commission to keep them informed of MYS's progress and decisions on the 10 year plan. 5. Old Business: -Sherri Gurnon stated there is no update on the Plymouth Street Playground. The issue is to be put on the Spring Town Meeting. The fees to put in the playground have gone from about $120,000 to about $300,000. -Ms. Gurnon informed the Recreation Commission that a meeting has been set up with the Superintendent of Mansfield Schools to find a program room within the schools to hold the Preschool Play and Motion classes and seasonal playgroups. The room would also need to be able to include storage for the equipment for the classes which is currently being stored in the Parks and Recreation office. If a room is found, the hope is to offer other classes there. 6. New Business: -Elections were held for 2019 Recreation Chairman and Clerk. Motion: By Ed Westhaver to nominate Mitch Bregnard for another term as the Recreation Commission Chairman. Seconded by Mike Weber. Motion passes, 4-0-1. Motion: By Mitch Bregnard to nominate Linda McCabe for the Recreation Commission Clerk. Seconded by Christine Leard. Motion passes, 4-0-1. -Sherri Gurnon stated that the 2019 Facility Reservation Form contains no changes from the 2018 Facility Reservation Form. Fees were raised three years ago. Motion: By Mike Weber to approve the 2019 Facility Reservation Form. Seconded by Christine Leard. Motion passes, 5-0. -The Recreation Commissioners were given an overview of the fees charged for the various programs the Recreation Department offers. Sherri Gurnon stated that she was seeking to keep the rates as they are unless the Recreation Commission felt that any fee should be raised. Ms.Gurnon informed the Commissioners that she was removing Softball from the activities offered as there has been waning enrollment. These fees will be added into the 2019-2020 Program Guide that will be printed this winter and distributed for spring 2019. Motion: By Ed Westhaver to maintain 2018 fees for the 2019 programs. Seconded by Mike Weber. Motion passes, 5-0. -Sherri Gurnon made the Recreation Commission aware that there was a complaint of lack of bathroom access at Memorial Park. Because of this complaint, the Town Manager, Kevin Dumas, wants a portable restroom to be put in at Memorial Park. It will be left out seasonally at a rate of about $150 a month. Ed Westhaver stated this expense should not come out of the Recreation Budget as many groups use the park and is not being put in due to a Recreation sponsored activity. We offer a bathroom at the park from May -end of November when Mitch Bregnard is at the park during the evenings. Mr. Westhaver feels the expense of the portable bathroom should fall into the DPW's budget. Ms. Gurnon told the Commission that she was meeting with Mr. Dumas at a budget meeting the next day (January 9) and would bring up the Recreation Commission's thoughts on the portable restroom coming out of our budget. -Disounted tickets are available to Boston Flower and Garden Show and P -Bruins. -Sherri Gurnon asked the Recreation Commission to stay for an updated photo for the Town of Mansfield's Annual Town Report, 7.
