Matt Smith of Nelson/Nygaard gave an update to the Committee on the TOD study. The focus of his
update was on how transportation system affects people by looking at development of strategies based
on current inventory and the environment to get better management of parking in the TOD area and
downtown. The study has included looking at patterns of commuters coming and going to the train
station area. He noted one interesting finding, there are more people than he had expected going to the
downtown. He invited the committee to think about parking and how Mansfield could change, and to
consider new transportation network companies such as Uber and other curbside management ideas
like car and bike sharing, and also that different types of parking may look different than Mansfield is
used to for commuters, customers and businesses.
Mr. Smith wanted the Committee to think about what parking has to do with economic developing, and
see the connection between commuting and where you shop and live, with the goal of establishing a
vibrant place to be balanced with available parking and things for people to do.
Mr. Smith has done an evaluation of parking in the area. There are 1160 commuter parking, 350
resident, and 769 time limited spaces, half of which are on street. He noted that there are some
regulatory issues related to parking and advised that this needs to be looked at, he added that
Nelson/Nygaard will do a sign inventory and include some suggested strategies in their coming reports
prior to the presentation of the final plan.
