2. Planning & Zoning as means to promote potential sources of future town revenue with
Shaun Burke (20 minutes)
Mr. Burke suggested Town of Mansfield needs someone who is talking up the town all the time.
Mr. Burke and Mr. Wilk mentioned buildings that bring in jobs (i.e. Chocolate Factory) and
having the industrial park to bring in higher amounts of revenue (i.e. could there be more food
trucks in the park, having a hotel there). Mr. Burke mentioned bringing an amendment to a by-
law and keeping a hypothetical restaurant viable (something near Holiday Inn). Mr. Wilk said
we're at standstill until we have a town manager. Mr. Feely said new town manager has to
champion this plan. Mr. Burke suggested meeting with other boards (i.e. IDC, Planning Board)
for economic development.
3. General Fund Reserve Fund transfer request of $9,900.00 for Accounting Services through
December 31, 2017 (10 minutes)
Mr. Stanbrook said it's for permanent town manager search process. Mr. Stanbrook needs help
in finance director's office to close the books.
Motion: Transfer $9,900 from General Fund Reserve Fund to General Fund Finance
Director/Other Expenses (Wilk/Feely). Passes 7-0.
4. Discussion of FY18 Final Budget amounts and changes since the May Town Meeting (10
minutes)
Mr. Stanbrook mentioned 4 of the assumntinns sinrp Mav mpptina rhnnapd- nP%Al arn%Alth
(down by $140,000), East Street municipal complex (came in at higher amount and can be
added to tax levy pending debt), state aid numbers (down by $71,000), and cheery sheet
assessments (down by $145,000). Mr. Stanbrook said there's a deficit of approximately
$15,000. Mr. Stanbook said we could increase local receipts or reduce overlay or allowance (for
abatements) by that amount. Mr. Stanbrook said we could call a special town meeting to cut
the budget.
5. Discussion of FY19 Budget Assumptions- Conservative, Moderate, and Aggressive (10
minutes)
Mr. Stanbrook said new growth was 1.1 million but upped. Mr. Wilk said they used a
conservative number, but Mr. Stanbrook said we went slightly higher than moderate. Mr.
Stanbrook preferred conservative numbers and Mr. Wilk said we may have to be conservative
due to the economy (not a ton of new growth from investments). Mr. Feely suggested that with
the ceiling we may have to stay away from new growth. Mr. Stanbrook said on state aid that we
should be conservative.
6. FY17 Capital Improvement Plan Results (10 minutes)
Mr. Stanbrook updated that 2 of the 6 outstanding capital projects and 38 of the 83
outstanding articles have been completed as of 6/30/17. This list is preliminary only and may
change as he works through the year-end closing process. He stated that completing 40
projects in one year is the highest output ever by the Town since funding the CIPC plan properly
a few years ago. Great job by all, especially Mark Cook and Mike Ahern.
7. FY18 Capital Improvement Plan Update (30 minutes)
Mr. Stanbrook reviewed prepared documents. Discussion of hiring help for Mike Ahern.
Consideration of doing fewer projects requiring less of Mike Ahern's time to manage bid
process. FY18 document is for information only as an update.
8. FY19 Capital Improvement Plan discussion (10 minutes)
Discussion to add to FY19 budget proposal a person to relieve Mike Ahern workload with
DPW/Public Safety project. Need to seriously manage project queue impact of workload on
Mike Ahern as the FY19 capital plan is made. Devise two lists, one with list if person is hired and
one list if no one hired. Prepare two scenarios.
Mr. Burke left the meeting at 8:07 pm.
9. Attorney General comments regarding Mansfield's Mass. General Laws Ch. 44 Section 53E
Y2 Revolving Funds (10 minutes)
ivlr. Stanbrook said we had town meeting in May and that Department of Revenue came up
with rules on revolving funds (peg access and cable, parks and rec, copier, printer, ambulance,
detail services, school, etc). Mr. Stanbrook said we're okay for FY18. Going forward in FY19,
some of the revolving funds are problematic (i.e. school Pepsi commission funds, cable due to
prohibitions, police detail service charge fee, ambulance and whether it should be enterprise or
reserve funds, etc.). Mr. Stanbrook said his hunch is they want to see, receipts reserved and the
town meeting votes it out. ,
10. Discussion of Allowance for Abatements and Exemptions (Overlay) account (10 minutes)
Already covered.
11. Board Reorganization if all members present
Mr. Wilk mentioned they already determined what committees people wanted to be on. Liz did
not want to be secretary anymore. Mr. Feely said he'll run for vice-chairman again. Mr. Wilk
would like to run for one more year as chairman. Mr. Wilk said someone needs to be secretary
and considers himself.
