Mr. Ahern mentioned that the foundations for the relocated traffic signals and intersection
realignment are scheduled to start next week. Mr. Barry asked if the plans could be uploaded to the
FTP site signals for the members. Mr. Ahern will get them uploaded.
3. Proposed or Upcoming Changes/Change Orders/CCDs
From the OPM report, Mr. Ahern went over Change order 018 in detail and explained CCD 032, 033,
and 034 as have been recently issued.
• Change Order 018 - $33,856 total.
o This change order involves PCOs 133, 136112 (reduced cost — additional wiring), 145,
148, and 149 (AFIS machine).

Mr. Ahern is working with the MIS department to come up with quote on Computer/IT. Mr. Ahern also
brought up additional fiber splicing and mentioned that he may need 18 fiber pairs to pick up the old
police/fire station, which may reflect an additional cost. Mr. Ahern didn't have a cost until the network
cabling was looked into to see what's available presently and what will need to be added. Mr. Ahern
stated that this wasn't a cost carried in the budget and was asked to give a best guess as to the costs
that could be associated and mentioned between ($5000 to $25000), but this is only a guess until
additional information is obtained. When asked, Mr. Ahern is unsure about the extent of splicing.
Mr. Ahern asked Mr. Joynt if he see's anything coming up as unanticipated cost and Mr. Joynt replied
that presently we have a proposal request that currently exists for the electric room ceiling that may

have been a miss on the plans, but is being reviewed. Mr. Milani stated that when jobs are winding
down many contractors will look to send in change orders to attempt to get more money or if they
missed something, but preformed the work, and generally this is the case on most projects. Mr. Barry
questioned about the time of notification from when the work was done for the contractor to bring it
to the owners attention and Mr. Milani stated that there is a section of the contract that clearly
addresses this item. Mr. Milani just wanted the committee to be aware of what they have experienced
on other projects.
Motion: Approve Change order 018 for total of $33,854 (Paquin/Epstein). Vote is 5-0.
4. Project Budget and Contingency Log Update
Mr. Epstein asked about where the FF&E items are in the budget and Mr. Ahern stated they are
included under item 8.
The committee had an earlier extended discussion that they were running at a $12,000 deficiency
according to the contingency budget.
Mr. Ahern went over the project contingency log, but added a guard rail for $5000 to unexpected
construction costs. Mr. Ahern will have guard rail put in fish and game, in conjunction with removing
landscaping. The guardrail at the Fish and Game wasn't in the contractor's scope but will be added by
the town to get it completed this year, whereas we feel it's a safety issue presently. Radiant heat
manifolds for $8000 were added.
5. Monthly Invoices w/Application for Payment Approved by KBA and OPM
Mr. Ahern provided the monthly invoices for the following: BBBC, Comcast, EJ USA Inc., Gatehouse
Media, HAKS, KBA, Ocean State Meter Services & Supply, and SIGNET Electronic Systems Inc.
Motion: Approve monthly invoices with total of $1,317,313.11 (Paquin/Annino). Vote is 5-0.
6. Updated Punch list /Warrantee log update -Phase 1 DPW
Some items are outstanding on warranty list, including fixing water leaks, putting Town of Mansfield
seals up, etc.
Mr. Joynt feels other items on punch list have been addressed. Mr. Milani brought up the next
quarterly inspection of fire system, and performing an 11 month walk through in January (warranty
walk-through).
7. FF & E: Furniture, Appliances, Specialty Equipment, Radio Remotes
Ned Cooke sought four vendors, two of which (Lampco and Advantage) were responsive. Mr. Cooke
mentioned breaking up the package in two categories for the sake of the discussion being the standard
appliances and the FD kitchen appliances. Mr. Ahern stated that he uploaded the cut sheets to the FTP
site on both the KBA recommended appliances and some alternatives that were substituted as equal
by the vendors. Mr. Cooke mentioned that Lambco was presently the lowest cost whether or equals or
as specified are purchased. Mr. Cooke did an in-depth review and some of the items these vendors had
listed as or equal. Mr. Cooke mentioned the consequences of choosing one vendor over another (i.e.
post -prices, Lambco only supplying the gas oven and Advantage not suppling a price on a specified
unit. etc.). Mr. Ahern said they were getting pretty much what is in the original specification with some

M B[ M e e t i n g M i n u t e s D e c e m b e r 1 3, 2 0 1 8
substitutes, models changed from when originally specified, that the FD seems ok with. Mr. Ahern
mentioned that the original oven was specified as an electric unit by the model number but the rough
in was set for gas and the cost difference between the electric and gas unit would be a wash and
suggested to stay with what the FD requested as a gas unit. Chief Boldrighini explained his reasoning as
to the appliances and his choice as to the refrigerators, specifically for 24/7 use and food volume. The
committee discussed the price implications of the refrigerators, and agreed with Chief Boldrighini. Mr.
Ahern requested an authorization so he can seek a vendor quickly whereas he has to get these on
order and he has already supplied the GC the cuts sheets for the oven and cooktop for fabrication.
Motion: Give Mr. Ahern to seek a vendor, review specs with FD/PD, and not exceed $40,235 for
equipment (Barry/Epstein). Vote is 5-0.
Mr. Ahern went over the materials from the Fire Department's safety package (washer, dryer, and
extractor) and explained the costs for some of them. The higher costs, than what was originally
budgeted, again were a change in model numbers and upgrades to meet NFPA new guidelines. These
units help prevent cancer-prevention/mitigation (particularly for gear they wear) and to comply with
OSHA regulations. The committee discussed the implications regarding town insurance savings in the
long-term by having documented cleaning of the gear if necessary for insurance purposes. Mr. Paquin
was assured all the other requirements were met. Mr. Ahern said total cost for this equipment is is
$27,493 and is about $10K over budget in that line item.
Motion: Purchase the Fire Safety equipment for $27,493 (Paquin/Epstein). Vote is 5-0.
Mr. Ahern will be coming back with IT & Furniture. Mr. Ahern mentioned handheld remotes that were
purchased for the police side of the building for the 2 -way radios for the approx. amount of $1,500.00.
8. MBC Meeting Dates 2019 Memo from Chairman Paquin
In 2019, first meeting will be January 7, 6:30 pm on a Monday. The other dates are on the memo, but
the only potential conflict is September. A new vote on chairman/vice chairman will be held.
9. Update on Overhead Doors
Mr. Ahern mentioned switching to different manufacturer for the public safety building away from
Wayne Dalton due to the leaking issues. Wayne Dalton has a factory fix with a tape on gasket material
in between the doors. Mr. Ahern hasn't seen leaking yet.
10. Update from KBA on Granite Memorial Around Flagpole
Mr. Ahern mentioned waiting for final drawings (for dimensions) to place order. My Joynt feels they
were already completed but will follow up ASAP. Mr. Ahern stated he needs to get this ordered ASAP
so it's available for the walkway installation.
11. Schedule Walk Thru with Committee for Public Safety Building
Mr. Paquin is assuming select board will look for update on status of building. Mr. Paquin is asking for
members' schedules to do a site -walk in January or February, preferably on a Saturday. Mr. Paquin and
the committee tentatively planned for a walk-thru on February 2 at 9 am, inviting the select board
members. The walk-thru will help prepare a presentation in March. Mr. Ahern will notify Mr. Dumas
and Mr. Trowbridge of the plan.

12. RFQ for Police Station Reuse for COA Feasibility Study Discussion
Mr. Dumas mentioned a $25,000 earmark in the state budget to do evaluation on re -utilizing the
existing police department building and converting it to a COA/Recreation facility. Evaluation will be
whether it can be reused for a Council on Aging facility and possibly some recreation activities. Mr.
Dumas emphasized that this project could strengthen community ties and bridge generational gaps.
Mr. Ahern gave out his draft RFQ and asked the committee members to review and respond no later
than December 21, 2018 with comments.
Mr. Cooke and Mr. Dumas left the meeting at 7:24 pm
13. Capital Projects Updates, Memorial Hall, and HS Curtin Wall
High School Curtin Wall:
Mr. Paquin mentioned activity on curtain wall, including some items moved forward (bids, addendum).
Mr. Paquin will send out email to Superintendent Murphy advising the MBC is involved and that the
committee must sign off on requisitions. The financing has been secured from MSBA. Mr. Barry offered
to be the Liaison between the committee and the school department for the Curtin wall project. The
committee questioned the school awarding a bid to a contractor and concerns over (school security).
The committee would like to get a review on what this work entails. Mr. Ahern stated he believes the
school is hiring an architect to review security at the buildings and Chief Sellon stated he also believed
that to be the case.

Mr. Ahern said windows have been removed for Memorial Hall, and window replacement is in third
stage of a five stage process, and could wrap up by February 15t. Mr. Ahern mentions that plywood is
being put in. Mr. Ahern said the entrance door will be fixed.
14. Other Items for Discussion Related to Municipal Complex
Mr. Ahern gave sheets of the final submittal for the plaques to the committee. The plaques consist of
the dedication plaque and the sheet showing the Maltese cross and FD/PD patches.
Motion: Approve the shop drawing for the plaque (Annino/Paquin). Vote is 5-0.
• Refer to first shop drawing from Signarama dated 11/28/18 with number of SD — 01 R2.
• Also refer to second shop drawing from Signarama dated 12/12/2018 with number of SD - 20
R2.
15.Old/New Business
Mr. Barry talked about delay in transformer, and Mr. Ahern talked to light department about it. Mr.
Ahern said there appears to have been a mix up on the transformer and the ordered unit will not arrive
until March, but he is working with the light department on a temp solution that should resolve the
issue for the time being to everyone's satisfaction. Mr. Ahern feels this is resolved.
16. Adjourn
Motion: Adjourn the December 13, 2018 meeting at 8:40 pm (Paquin/Annino). Vote is 5-0.
