PASSES 6. Public Hearing notices -Easton, North Attleboro, Plainville None Continued to January 9, 2019 at 7:15 p.m. at the applicant's request. Mr. Cerretani asked if the Town has approached Columbia Gas about the safety of the community's gas lines. Mr. McClanahan said Columbia Gas is not doing new hookups at this time. Mr. Burke said the Department of Public Works deals with Columbia Gas. Mr. Cerretani said Mansfield is one of the few towns in Massachusetts with Columbia Gas and he is concerned Planning Board 11/28/18 about the company's focus. Mr. Penney said Columbia Gas has done work lately on Central Street from West Street to the railroad tracks. Mr. Cerretani asked about the Fales property parking lot; Mr. Burke said the binder has been installed and the curbing was going in today; the wearing course will be done in the spring. There will be plantings adjacent to the property. Ms. Ashman -Collins said there are negotiations going on with abutting property owners. Mr. McClanahan said the parking lot is being used daily; Ms. Ashman -Collins said it is unrestricted public parking. Mr. French asked about the property at Hampshire and West Street; Mr. Burke said he has met with the owners, who said they have had interest in the building, but no tenant has been lined up at this time. Mr. Burke said there is a tenant lined up for the building at 600 West Street. Mr. French asked about the Branch Street wireless tower; Mr. Burke said the applicants are negotiating with Cable Access about the alternate site. Mr. French asked about the trees and sidewalk in Forest Park; Mr. Burke said the tree roots have grown up through the sidewalks. There has been an ongoing discussion about whether the trees or the sidewalks will be removed. He said he would recommend the sidewalks be removed and the trees remain. Motion: To send a letter to the Select Board and the Department of Public Works suggesting the sidewalk be removed and trees remain at Forest Park (French -Penney) All in favor. PASSES The clerk read the public hearing notice. Mr. Penney said his company removed an underground storage tank at the property when it was owned by the church and said he would be happy to recuse himself. The applicant said he did not have a problem with Mr. Penney participating. Jason Herzog, ConSery Group, explained the board approved a special permit for a five -unit, three-bedroom development on this site in August 2017. In the new special permit application, the applicant plans to reuse the church building and retain existing exterior with the addition of dormers for egress from the second floor units. The proposal is for ten one -bedroom units, so the project would go from 15 bedrooms to 10 bedrooms. The applicant has received a variance from the Zoning Board of Appeals to allow ten parking spaces. Department Head Comments The clerk read memos from the Water Department, Police Department, Mansfield Municipal Electric Department, Engineering Department, Fire Department and Mr. Burke; and a November 19, 2018 narrative response from the applicant. Planning Department Comments Mr. Herzog explained there will be a fenced area for trash and recycling. Mr. Penney said with more than four residential units, the town does not pick up trash, so that would have to be done Planning Board 11/28/18 privately. Ms. Ashman -Collins said there isn't room on this site for 20 trash barrels. Dr. Lynch said the barrels or a dumpster could be picked up privately as often as necessary. ADA discussion — Mr. Herzog said because the building was built in the 1800s, ADA does not apply. Mr. Burke suggested the applicant speak with the Building Inspector about that issue. Mr. Herzog said they do not need a van -accessible parking space because there is no accessible unit and less than 15 parking spaces. Mr. Cleary asked about issues with the same owner owning the two adjacent parcels; Mr. Burke said the parcels would become one if they are held by the same owner and suggested Dr. Lynch talk with his attorney. Affordable housing requirement — the development will have one affordable unit. Police Department Comments The board discussed requiring a stop line, not a stop sign. Fire Department Comments The applicant will add the items to the plan. DPW Comments The applicant will address water and fire flow issues. Engineering Comments The plan must be stamped by an RLS. Mr. French said the by-law allows 30% compact parking spaces, but the plan shows 50%. He said the board can approve more compact spaces than that. Mr. Burke said people in this building are probably going to have smaller vehicles. Ms. Ashman -Collins asked about bicycles; Mr. Herzog said they would add a bike rack. Mr. Penney said the grade will have to be cut down significantly, which will expose the foundation. Mr. Herzog said they will have to support the foundation and there will be a curb on the church side of the parking lot. Mr. LeBlanc said the plan shows a drop on grade from the laundry room door to the parking lot. Mr. Penney said the foundation is fieldstone on the outside, but concrete on the inside. Mr. Herzog said they will have to decide whether to reinforce the foundation from the inside or the outside. Mr. LeBlanc said there will have to be proper clearance and access from the laundry room exit door. The 6" sewer connection must be shown on the plan. Mr. Cleary asked if the sewer would be brought to the site from East Street or North Main Street; Dr. Lynch said if there is a connection at North Main Street, they will connect from there. Board Comment Mr. McClanahan said there are a lot of outstanding issues to be addressed. 3 Planning Board 11/28/18 Ms. Ashman -Collins said she is pleased to see the plan for reuse of the historic structure. Mr. Cerretani agreed, but said he would like to see the revised plans. Mr. Cerretanti asked if the parking lot would have permeable pavers. Mr. Herzog said he believes the new spaces will use permeable pavers. Mr. Penney asked the status of the utility and parking easements; Dr. Lynch said he is working one those easements. Mr. Penney said the adaptive reuse by-law requires the exterior of the building to be maintained; Mr. Herzog said the windows will be relocated and dormers added. Mr. Penney asked if the units would have dens; Mr. Herzog said they would not. He said the units would be 550-720 square feet each. Mr. French asked if this should be a new special permit or an amendment to the original one. Mr. Burke said it would be a new permit because the applicant is different and because the original permit was only for five units. Mr. French said the adaptive reuse by-law requires at least one unit in the building to have more than one use; Mr. Burke said that could be a home office or other business use allowed in the zone. Public Comment Kevin McNatt, 150 Rumford Avenue, said he appreciates the efforts to preserve a downtown historic building. Mr. Burke asked why the plan shows a flat roof dormer when there is already a pitched roof dormer on the building. Mr. Herzog said the ridge vent would compete with the ridge of the building, but said they could also do three smaller dormers. Motion: To continue the public hearing to January 9, 2019 at 7:30 p.m. (French -McClanahan) All in favor. PASSES__ Mr. Cleary said the Mansfield SportsPlex has been sold and asked if the owners would have to come before the board to change the use. Mr. Burke said they will have to come to the board if they are adding parking. He said the building inspector has been talking to the new owners about what will be required. Mr. Cleary said a member of the Board of Selectmen asked there are some sections of the Planning Board could update in house. Motion: To ad', urn at 8:$0 p.m. (McClanahan- ) All in favor.
