others.
3. Proposed or Upcoming Changes/Change Orders/CCDs
In the OPM report, Mr. Ahern went over CCD 031—T & M Basis, with its description reading:
Standard concrete paving in lieu of colored stamped concrete on FD patio at the east side of the
site. Concrete paving in lieu of asphalt at motorcycle storage room, O/H door opening and
apron at the Alt #3 Storage Building, (the metal siding is lower than the floor and asphalt
elevation outside which will require burying the siding below finish grade).
Mr. Ahern went over the total cost of change order 17, in the amount of $50,129.00.
Motion: Approve change order #17 in amount of $50,129.00 (Paquin/Barry). Vote is 5-0.
4. Project Budget and Contingency Log Update
Mr. Ahern said the budget was taken over by Mr. Stanbrook and is reviewed by Mr. Cooke,
Cotta, on a monthly basis including information they anticipate is upcoming. Mr. Ahern
mentioned that the budget is on track and the contingency is running very low due to some
potential unforeseen costs as well as the 850K that wasn't budgeted and the project is paying
for. Mr. Ahern explained the costs for the contingencies in response to Mr. Paquin's questions.
For the contingency log - open PCOs, Mr. Ahern went over all the new items on the contingency
log in detail including overflow drain piping that, in 2 locations the plumbing designer missed
these items and this will have a potential exposure of $17,000.00. Mr. Ahern also discussed the
cell door controls and added work in this item.

For unexpected construction costs, Mr. Ahern went over ideas regarding gates and fences, and
possible designs that would deter persons being released from prisoner release area accessing
the sally port area. Mr. Ahern stated that we should look at this area after we get further along
with construction and has discussed the idea of potentially adding some additional fencing to
deter this from happening, if needed, to address Lt Archer Archer's concerns. All have agreed to
review this at a later date. Mr. Ahern went over the T&M work that was required for the
resetting and partial rebuilding of the CB at the front apron along RT 106.
For unexpected soft costs, Mr. Ahern went over vision 21 relocation. The committee discussed
concerns with the relocation's high price, and Mr. Ahern noted that the cost for this work
seems very inflated and unreasonable. Mr. Ahern and Chief Boldrighini mentioned looking into
other options and all agreed price seems very high based on scope. Chief Boldrighini stated that
he intended to pay for this item from the fire alarm budget and it shouldn't be coming out of
the project.
Presently, there will be $12,035 in the budget (after repaying enterprise accounts and
realigning intersection), and Mr. Paquin emphasized again that using the contingency should
only be for items truly necessary. Mr. Ahern mentioned leaving some items on there (alternate
4) as a precaution, but some of these items should be resolved by next month's meeting and
will have a better handle on the log to date.
5. Monthly Invoices w/Application For Payment Approved by KBA and OPM
Mr. Ahern went over the invoices for the following: BBBC, Comcast, Guerrini Landscaping, HAKS
(4 times — all -day inspections for more frequent testing), KBA, NVS, Redi-Mix Services (3 times),
and Weston & Sampson. The total is $1,174,736.93.
Motion: Approve the monthly invoices for total of $1,174,736.93 (Paquin/Barry). Vote is 5-0.
6. Updated Punch List / Warranty Log Update - Phase I DPW
Mr. Ahern went over the warranty log. Mr. Paquin asked if there is a warranty on the
landscaping, and Mr. Ahern explained that there are two landscapers, one being the town
procured and the second being general seeding by BBBC. Mr. Joynt emphasized that these
warranty logs are not punch list items, and instead has issues such as (roof leaks) discovered
after the project is beyond the punch list stage.
Mr. Joynt mentioned that of the 224 items on the punch list, about 11 items are left that aren't
verified (5 that are not completed, others are reported complete but not back -punched. Mr.
Joynt mentioned that of these 5 non -complete items, two are signage (missing seals), two are
window -storefront related, and one is a flashing issue.
7. Schedule Update and Narrative 2018.10.09 (Posted to FTP Site)
Mr. Joynt gave an extended discussion on the schedule conflict with Building B earlier in the
meeting (concerning logit or logic).

The phase 2 schedule can be viewed at the FTP site.
8. Color Light Controller at Bell Tower (postponed from previous meeting)
Mr. Ahern went over request by police to have colored bell tower (to Honor: autism, breast
cancer). Chief Sellon mentioned as presently proposed cost was non-starter, and explored
lower-cost options. Mr. Joynt handed out the design of the fixtures. Mr. Joynt mentioned the
requirements for these fixtures (wiring) and that it would get the bell colored (but not the
tower) at cost of around $8,000-$10,000. Chief Sellon doesn't want a $20,000 choice. Mr.
Paquin would like a proposal before going through with it. Mr. Paquin wanted a price for the
infrastructure. The committee discussed whether to make this a PR request.
9. Update on Overhead Doors
Mr. Ahern gave an update on the leaking doors at the highway garage and is very hesitant on
allowing the Wayne Dalton doors on the new public safety building due to the problems being
encountered not only in Mansfield but with other projects that have recently used the same
type doors. Mr. Ahern showed some pictures and a short video from the Carver Fire
department showing considerable water accumulating on the braces and gasket repairs falling
out which were recently installed. Mr. Joynt mentioned reports of leaking from overhead doors
due to wind driven rain in areas of the glass and window sections. Mr. Joynt mentioned
contacting manufacture about baseline for acceptable amount of water infiltration and they
haven't located any industry standard. Mr. Joynt mentions poor response from Wayne Dalton,
replied there's no standard for leaking. Mr. Joynt said that the door on the video is the same for
doors proposed for the front of the apparatus bays. Mr. Joynt mentioned that Foxboro has used
same Manufacturer and haven't had leaks, but these doors are 10-12 years old. Therefore, Mr.
Joynt believed there is an issue in the manufacturing process. Mr. Joynt explained options like
changing doors due to inferior product (but cautioned the committee that going to new
manufacturer could have some legal implications due to MGL. Mr. Joynt mentioned that they
can reject the doors on performance (get other specified manufacturers) or approved equal.
The committee was clear that they didn't want these failing doors and requested a response
from KBA on what is going to happen with the DPW doors and notice should be given.
10. Update on Prism Testing
Mr. Ahern mentioned that this item is ongoing and waiting to get a report back from Mr. Milani
and to review it. The contractor was very slow to provide the requested information and Mr.
Milani just received the information this week. The delay has been with the contractor
providing the paperwork requested many weeks ago. After the information is reviewed, we will
make a decision between the OPM and designer on an outcome.
11. Update from KBA on Granite Memorial around Flagpole
Mr. Joynt inquired about the inscription on the granite, to which Chief Boldrighini gave a
response. Mr. Ahern mentioned waiting for a draft of the arc to get a price. Mr. Ahern
requested to get this ASAP whereas we should have had it done already. Mr. Joynt agreed to
get it ASAP.
