about twenty days in a month on Town Accountant responsibilities and an average of ten days on Finance Director
job duties. Mr. Dumas proposed this new position of Assistant Town Manager/ Finance Director. The Board asked a

S. Call for the 2018 Special Town Meeting scheduled for November 13, 2018, Open the Warrant and Schedule
the Closing of the Warrant for October 5, 2018 at 12 Noon
Motion: To call for the 2018 Special Town Meeting scheduled for November 13, 2018, Open the Warrant and
Schedule the Closing of the Warrant for October 5, 2018 at 12 Noon. (Schoonveld/Aptowitz) Passes 5:0
Mr. Schoonveld asked if it was a fast time frame and if there was any flexibility in extending the closing of the
warrant. Chairman Trowbridge stated that the plan was to be strategic so the meeting would not be as long as the
Annual Town Meeting. Mr. Dumas confirmed that the shorter time frame was needed to ensure that this Special
Town Meeting would mainly be financial based articles and that zoning articles would be saved for the spring.
6. Discussion of Selectmen/Town Manager on Goals
Mr. Dumas explained that it was recommended by Mr. Schoonveld to separate this into separate documents. Mr.
Schoonveld stated that he placed the mission statement as a stand-alone document. The next section was the
broader high level goals of the Selectmen followed by the more specific to the near future. Chairman Trowbridge
asked if there was anything that needed to be added. Mr. DelVecchio asked if an item about recyclables and solid
waste should be added under budget and finance. Mr. Schoonveld suggested a fiscal year should be used and Mr.
Dumas agreed. Mr. Rhein suggested the addition of the development of the rest area on Route 95 to the economic
development section. Mr. Aptowitz brought up public safety and that the Board serves as a high level oversight but
does not get involved with the day to day operations of those departments. Chairman Trowbridge suggested adding
an annual review of public safety and strategies. Mr. Dumas will update the documents with any further
recommendations from the Board.
7. Consideration of Certificate of Compliance for North Common Residences
Chairman Trowbridge stated this was a document that needed to be signed verifying that the North Common
Residences was in compliance before the property could be sold. He also stated that Mr. Burke provided a memo
confirming they were in compliance and recommended the Board to sign the document. Mr. Aptowitz asked if the
Town was owed any money and Mr. Dumas confirmed no money was owed for details. Chairman Trowbridge stated
that if taxes were owed that would appear on the municipal lien certificate.
Motion: To approve the Chairman to Sign the Certificate of Compliance for North Common Residences.
(Schoonveld/DelVecchio) Passes 5:0
8. Consideration to Sign the Special Local Election Warrant
Motion: To sign the special local election warrant. (Schoonveld/DelVecchio) Passes 5:0

10. SEMRECC Update from Town Manager
Mr. Dumas stated that they are waiting to hear from State 9-1-1 and what the next step in the process is for the
upcoming calendar year. He also noted that the closing of the High Rock location should be completed soon.
11. Resident Questions and Comments
Mr. Allen Bryer of Copeland Drive asked what the study is and what information it is expected to provide. Mr.
Dumas explained the study will provide more information as to whether the building could be used for a Council
on Aging (COA). It would also answer the question if it will be less expensive for the Town to retrofit the current
building or knock the building down and start over. Mr. Dumas stated that the earmark was specifically for the
purpose of a COA. Mr. DelVecchio stated he did not like that the earmark was so specific and wanted the property
looked at with an open mind, but understood the political process and noted that a COA use of that building
seems to be the common sense area. Mr. Rhein added that whatever is discovered in the study could be
applicable to many other possible uses. Mr. Schoonveld stated that the Board could decide after the study to not
use the property for a COA, but the expense was going to be incurred anyway.

15. Town Manager's Report
Mr. Dumas stated that Town Special Election signage was up for the October 16th Election. BETA and Nelson
Nygaard will be meeting at the next Town Manager's Strategic Development meeting scheduled for October 2"d
Mr. Dumas stated that budget discussions will be happening in October with a joint meeting of the Selectmen,
School Committee and Finance Committee, noting that last year's format worked well. CIP is due on Tuesday
October 2nd and the Open House at the DPW Complex is schedule for October 20th from 10am to Noon. Mr.
Dumas explained to the Board that as part of the reconstruction of Park Street there is going to be a speed table
introduced as a measure to calm traffic. He noted that this may also be replicated on Court Street if this goes well.
Park Street is not wide enough for parking. Mr. Dumas stated that he sent a letter to Secretary Ash for support
with the smart rest stop. Mr. Dumas then provided an update on the paving schedule as well as stating that light
poles are going up on Old Colony Way. He then stated that the Industrial Development Commission met on 9/20
and they are planning the next Cabot Park quarterly meeting and made further edits to the Business Guide.
16. Selectmen's Questions and Comments
Mr. Rhein stated that the Downtown Committee met last night and the new signs should be installed within the
next month. Mr. Rhein noted that holiday decor was another discussion item at the meeting and may require
some electrical outlets installed on light poles to accommodate new decor. The Selectmen were in agreement
that the Downtown Committee needs to make sure that the decor is more neutral. Lastly, he noted that the
Celebration of Animals event is scheduled for Saturday September 29th on South Common.
Mr. Schoonveld asked if there should be a policy on posting meetings online versus the meeting notices being
hung in the lobby. Mr. Dumas stated he is hoping to have electronic signs throughout Town Hall that would also
be consistent with what is on the website. Chairman Trowbridge believed that the paper copies should remain up
in times when there are power outages and efforts should be made to get them online. Mr. Schoonveld asked for
an update on budget for the Mansfield Green with the additional hours and the increase with the sticker costs.
Mr. Schoonveld then asked if it is the Town's policy to communicate ahead of time when there will be outages like
the Electric Department. Mr. Dumas confirmed that notices go out, sometimes hand delivered door to door unless
it's an emergency situation. Lastly, Mr. Schoonveld stated he has heard some property owners are charging for
commuter parking, but they are not licensed through the Board of Selectmen like other commercial parking lots.
He stated that if someone has more than ten parking spaces they would need a license. He further added that
there is a new tax assessment category for commuter parking which would make the property assessed higher.
Mr. Dumas will follow up on this.
Mr. Aptowitz stated that all departments need to meet together to discuss the computer conversion, and a
meeting should be scheduled to include the school department and electric department.
Mr. DelVecchio stated he was glad the Town Manager's Strategic Development Committee was meeting again to
discuss what the best use of the property in the TOD zone is. He stated that he thought it was essential to have
the master plan updated if funding is approved at Town Meeting. He also noted that the Black Doll Museum was
hosting their Abolition Day on October 6th
