The committee had an extended discussion over the carpet issue from the leak, glycol leaking and destroying the carpet as well as the air handling unit and the not properly plumbed condensate drain. Mr. Ahern expressed his concern over the very slow response from General Mechanical on both the glycol leak and getting the area restored, carpet replaced and the mess cleaned up. It was noted that the town cleaned up the mess and General Mechanical repaired the fitting within a couple hours but never assisted with the cleanup. BBBC was notified and they stated they were awaiting an action plan from General Mechanical, which still hasn't arrived as of this date. Mr. Ahern stated the area sat with cardboard and absorbent rags from August 28, 2018 to September 06, 2018 when BBBC offered to get the rug cleaned while waiting for the carpet company to respond with new carpet. Mr. Ahern then went over the following potential costs for September this month: Change Order #015 for $61,697.00. CCD 029 — Hunter Panel. CCD 030 — Sewer Cleanouts. Mr. Ahern again mentioned that he has been working with his staff and Mr. Stanbrook to merge the 2 project budgets that were previously being tracked for the project into 1 budget from Mr. Stanbrook. This is still a work in progress but we have included the latest cover sheet 2 1 P a 8 e MBC Meeting Minutes September 6, 2 0 1 8 and hope to have it completed for next month's meeting. Mr. Barry asked why the owner's contingency is remaining the same and the construction contract expenditures is going up. Mr. Ahern stated that we were charging the construction account line 15 with all the change orders that have been issued to BBBC and that number has been coming off the contingency countdown log. Mr. Ahern said he will discuss with Mr. Stanbrook if this is the best way to proceed on this item. Mr. Ahern further stated that he is working Mr. Stanbrook and giving him obligated numbers. The budget was said to be accurate to date. Mr. Ahern went over the contingency log in great detail including the open PCOs on the sheet including their status such as under protest, rejection, revise & resubmit on the project contingency log and gave explanations for their cost. Mr. Ahern then went over the unexpected construction costs (including PCOs like PR 51, other costs related to wiring, etc) and gave detailed explanations for them. The committee had an extended discussion over other electrical costs that were explained but not contained on the contingency log, most of these items were being resolved from an earlier meeting today that were related to many items such as jail door wiring, remote annunciator panel for jail door status to be mounted in the front desk officer in charge area RM A115, various dryer electrical that was missed, mechanical conflicts with roof top fans not being shown on the electrical drawing, misc items for data drops, and electrical changes that had been previously requested but sketch's never issued as a mistake, etc. Mr. Ahern stated that these items will need to be done and the majority of them are not owner requested but items that were either missed in the plans or added based on previous meetings but sketches were never issued. Mr. Ahern asked for approval after a thorough review of the COP'S and to have authority to approve these items to keep progress moving forward. Motion: Approve previously explained electrical costs such that it does not exceed $34,000 (Paquin/Epstein). Vote is 4'/: - 0. 5. Monthly Invoices w/Application For Payment Approved by KBA and OPM Mr. Ahern went over the invoices for BBBC, Comcast, Easton Winwater Works, HAKS, Images DV, KBA, and Redi Mix Services Inc. Motion: Approve monthly invoices for $1,037,723.33 (Paquin/Cook). Vote is 4 Y20. 6. Updated Punch List Progress on Phase I DPW Mr. Joynt mentioned some items are still in progress such as the town seals. It was noted the frustration of the BBBC vendor, Signarama, due to the delay on getting building signage, not following specification on the signage installs and wished to notify BBBC that we don't want this to be the case with the PS building. As the other items are concerned, they are progressing along and emphasized there are 4 or 5 outstanding items on the list waiting to be completed. It was duly noted that the concrete sealer has failed and the lack of cooperation from the Sub on getting it repaired and fixed has been very poor. BBBC stated recently they are talking with the sub trying to get resolution. Mr. Ahern stated that the sub has scheduled weekend work but only shows up here and there. All time expended by the town for building coverage on weekends is being tracked and will be a credit from the project thru BBBC. Mr. Joynt mentioned 31Page M BC Meeting Minutes September 6, 2 0 1 8 approval for progress this month and most items are in the works of getting repaired. Mr. Joynt emphasized we're in better shape than packet indicates. 7. Hardware Protest Update — Follow-up on Hardware Talks Mr. Ahern went into great detail explaining that Mr. Barry and he have worked out a resolution with Mr. Penta from BBBC on the hardware issue in the amount of 21K down from the original 41K in the COP. As part of this proposed settlement, BBBC will work with Cogswell Sprinkler and discuss having the work under protest 14K resolved and the protest from Guigli 5K will be resolved. It was clear that it's a subcontractor protest from Cogswell and BBBC has the ability to discuss with him but not make the deal contingent on Cogswell dropping of the protest and claim. BBBC's feeling is that it will go away but that has to be confirmed with the owner, John. Committee agreed this was a good compromise and approves the outcome. 8. Discussion of COP 125 [Letters] Mr. Ahern went over the COP concerning the substitution of dark bronze cast aluminum letter for clear anodized letters scheduled for the exterior of the DPW facility. Mr. Ahern mentioned issues with not receiving notice. Mr. Ahern mentioned rejecting the COP a couple of weeks ago. The committee in general felt the rejection was justified and that the contractor has to give notice per the contract documents. Mr. Joynt also felt the rejection was justified and that proper notice needs to be given when any potential changes are to occur. 9. Approval of Color Samples for Apparatus Epoxy Floor Mr. Ahern handed out the layout sheet of the proposed colors for the apparatus epoxy floor. Mr. Joynt handed out samples of the actual color (tile red and medium gray) and explained the pros/cons of each (i.e. scuffing). Mr. Ahern mentioned that he discussed the colors with Chief Boldrighini and he was ok with the samples as presented, subject to the committee's approval. After discussion it was decided to go with the tile red and medium gray colors as suggested by Mr. Joynt. 10. Pratt St. / East St. Intersection Improvements Update Mr. Ahern gave a general overview of the proposed intersection improvements as presently being designed by Town Engineer Rick Alves. Mr. Ahern mentioned meeting with VHB next week to go over intersection improvements (to get signals moved, more conduit work). The work for this is ongoing. Mr. Ahern mentioned prospective design (ramp, making radius bigger, etc for the improvements). 11. KBA Update on PS Plaque Mr. Ahern mentioned inclusion/exclusion of names on the plaque. Mr. Ahern mentioned he spoke with both Mr. Annino and Chief Boldrighini and they agree in general with the layout and concept as submitted. It was discussed amongst the members about naming something in the building after George Dentino. It was a suggestion that the plaque should just have the current members of the committee and board of selectman at the time of ordering the plaque. Mr. Ahern mentioned that he wants to get this plaque in the production stage whereas the DPW was a huge delay with all the changes that were made to it, thus the reason for not having it 7 months after substainically completion. The committee discussed stylistic changes (including middle initials, membership reflecting time of work) to the plaque and additional touches 4 1 P a g e MBC Meeting Minutes September 6, 2 0 1 8 (community room). It was the general consensus that the plaque was good the way it was but to add middle initials and get a sign off from the chairman of the BOS and MBC. 12. Schedule for Grand Opening for DPW Phase I — Follow-up on what the Town Manager envisions for this event. Mr. Ahern mentioned day of opening in October. Mr. Paquin and Mr. Dumas will have continued talks on preparing for this event. Mr. Paquin will send out calendar invite to members. Mr. Dumas said that food will be part of event depending on what the time it's held it should be muffins and donuts in the morning or light sandwiches if done in early afternoon. Mr. Dumas will check with the local soccer group to find out the schedule if morning or early afternoon would be a better time to have the event to hopefully not interfere with their schedules. Mr. Paquin mentioned Mr. Cook's idea of having a small touch a truck event to show the children the equipment and that we can have tours thru the new building. Mr. Dumas said that he will draft up an invitation (social media, etc). Mr. Joynt offered KBA services to make post card type flyers to mail out to various invitees notifying of the opening. Mr. Joynt stated he will send Mr. Ahern some examples of past events they have done to have Mr. Dumas and Mr. Paquin review. 13. Other Items for Discussion Related to Municipal Complex None 14. Old/New Business Mr. Paquin mentioned his preference for granite date block on public safety building. Mr. Joynt mentioned benefits of current block. Mr. Paquin stated he didn't think the date block on the DPW was very attractive and that granite may be a better option with a color such as what's used for granite curbing. The committee generally agreed with Mr. Paquin and Mr. Ahern mentioned he'll get pricing for granite. Mr. Ahern's update on Memorial Hall: 60-70% shingled. Starting Monday, they'll take windows out and do asbestos abatement. Mr. Ahern mentioned looking for flag pole and redoing historical doors. Mr. Ahern mentioned bid for Plymouth Street fire. Everything is on schedule for that. 15. Adjourn Motion: Adjourn the September 6, 2018 meeting at 9:00 pm (Paquin/Cook). Vote is 4'/:-0.
