Mr. Dumas gave an overview of his perspective of the purpose of the Town Manager's Strategic Development Committee and what the group would be working on. He explained that the first major project would involve the development of the TOD property at the train station area. Mr. Dumas explained the goal would be to address the issues involved before the Fall Town Meeting deadline. He explained that May of 2019 will be the next opportunity for a Massworks application and that the goal would be to show the state the approved TOD in order to get the grant. Mr. Dumas stated that based on meetings he has had with the private lot owners he feels they will be willing to work together on this TOD project. He stated, there are parking issues and there will be a need for space for temporary parking. He offered, it may be proposed that the Hatheway-Patterson area could be used for temporary parking during the construction. Then on a long-term basis afterward, the Hatheway Patterson site could become a permanent parking opportunity. Mr. Dumas finished his overview by stating, the most important part will be for all Town departments stay involved and in communication within their department and with the other Departments and Boards. All attendees introduced themselves. In attendance were Kevin Dumas, Shaun Burke, Nancy Griffin, Steve Schoonveld, Frank DelVecchio, Walter Wilk, Kevin Dumas, Mark Cook, Maureen Doherty, Deputy Chief Mike Ellsworth, Lee Azinheira, Teresa Murphy, Kaitlyn McLeod, Rick Alves, John Stanbrook, and Philip Shannon. Shaun Burke gave the Committee an overview of the site starting with the history of Hatheway-Patterson site clean-up. Mr. Burke gave the Committee a history on plans that had been done for the TOD area in the past, including one with up to three parking garage location and several means of egress. Mr. Burke stated one downfall of the current area is that the density is only 20 units per acre and he added, the low density may be the reason the area has not attracted development. Mr. Wilk stated it is his opinion that the Committee should work toward setting up the TOD so one developer can develop a master plan rather than have three developers working on their individual plans. Mr. Burke stated he would also prefer it to be one developer. Mr. Burked said he doesn't think the Town should be building a parking garage. Mr. Wilk asked what the value of the Turner lot is, and Mr. Burke stated about $1Million. Mr. Burke added that long-term the money they are going to make is in residential development. Mr. Wilk stated that if the zoning is wrong, it should be fixed. Mr. DelVecchio asked what project in this area would fit in the TOD area being discussed. Mr. Wilk stated a basic problem is that the MBTA parking is right in the middle of the site. Burke: once you connect county street and north main, the traffic issue will be corrected. Mr. Wilk stated, if we owned it the Town could RFP what would go there. Mr. Dumas asked Mr. Burke what the first step would be? Mr. Burke said, this Committee should look at this density as it would have to be voted on at town meeting. Mr. Burke noted that Mr. Crugnagle's next building will be 42 units 2 bedroom and 62 one bedroom units per acre at the new building where fabric care currently stands. Mr. Wilk stated we want something that is going to bring people in who want to live there. Mr. Burke noted that the building will have more amenities than One Mansfield. Mr. Cook stated, the current TOD is 20 units per acres, and fabric care is 64 per acre. There have been lots of comments about the zoning becoming 64 acres. Mr. Burke said, there were very few people who complained from the public. Mr. Cook asked when a public hearing would happen if the zoning were to be rewritten. Mr. Burke replied in September, and he added that he thought it should go from special permit to use by right. u fff!,iD douvN fq pd mdatd sa jnu!jV aleQ aanleurs (ealaqulzy aal/se na \jAauad OS:L Ie 2ullaaua aall!wwoD luauadolanaa alBalealS s,aaBeue!N unnol aql 10 Ou!laaw gTOZ '9T AIn f aq4 uanofpe of :uolloW •Iaafoad aqI jo Iaoddns alagl nnogs of Wl oI auaoa oI uaagl Ise pue uolleuaaojui gI!nn dool a4I ui daal aae sluap!saa asogl legs aansua of spaau unnol a4I Iegl pue "pooyaog42!au alagl jo Ino allleai slab legl ueld a Iaoddns ll!/V\ sluap!saa a4I slaaj ay legl oullels Aq papua aH •Oullaaua aall!wwoa lxau a4I le `d139 al!nu! oI uagl pue 'veld Iaafoad V139 agl aol IaSpnq agI Ia2 of @Nang •aIN ao} pue 'jaegpaaj Ieyl V139 an!S of qang •aiN q!I pinonn aq pies sewna •a!N •4IOZ Aln f'Aepu3 Aq @Mang •a!N of Iuas aq of Iuauadolanap ao ouluoz inoge suaaauoa Aue'aol Ou!lse Aq aullpeap leoo a Ias sewnd •aIN •uaaauoa jo aaagl u!
