new provider s c Jsting more I IJ larm ekp essed that there would be negative impact and loss to
Mansfield if Xfmitere to leave own. He stated that this is a stronger market than the rest of the
country and there Isn ason whle Mansfield location should not be a leader. He would like to work
with the Town to Corre 3 ca A ues. Lastly he stated, if shows start skipping Xfinity it will be a big
impact to Xfinity and to tha wanted his concern put on the record.
Chief Sellon stated that there is a certain number of staff associated with every task. We need to know
which tasks we want to take off. Chief Sellon stated he cannot tell Xfinity what staff is going to be
needed prior to each event. Chief Sellon wants to justify every task so that the Town is not liable if
something happens. Mr. Mann stated that there are 29 years of good shows, and over the last 2 years
2/3 of the shows are not a problem. Mr. Mann asked why there needs to be the level of staffing for the
length of time at shows that have been non -problematic in the past. He gave an example of be required
to have 8 medical staff on site before the show starts for shows that are known to be non -problematic.
The concern from Mr. Mann is this facility is not more in-line with industry standards and best practices
for shows that are non -problematic.

Chief Boldrighini stated that he understands that Xfinity's costs have gone up, but that the demand of
service needed has gone up too. Chief Boldrighini stated that he does not have resources if a big
incident takes place. He has been working this year to see if the start time can be reduced. He also
stated there is improvement that might be able to be made where there would be a possible cost
savings at the end of the night. He stated that although he is not dismissing Mr. Mann's concerns, but
there is a basic level coverage that is necessary to effectively cover these shows.
Mr. Mann stated that the conversations have been civil with the public safety officials. He noted that at
Town Meeting there were a few hundred people and one officer covering. He gave example of Elk's
Carnival only having one officer present to cover the event Mr e eels there needs to be some kind
of staffing matrix. He added most venues call their own shots,aWW' Wed, there needs to be a matrix to
adjust u or down based on where the problems are likely '

Chief Sellon stated that he agrees with matrix idea ", the problerrtthat historically when Sellon
would come in at midnight for his shift there woLd a full cell block of=Xfinity patrons at the Police
Station, and that when you are running 3 people o, a shift it meant there vu -as nto coverage for the rest
of the Town. He added, the setup we have is not p. ect and that as a group meed to make some
advancements. Chief Sellon stated, the Departmentofkmg o reating a deechprogram to help

Mr. Dentino asked iftTown hasen the layouts of the other venues that are doing things differently.
Mr. Mann stated that heecthat information at last years meetings. Mr. Schoonveld stated that
he would like to see a list Lott venues, the costs of police, etc. and that he felt the force was too
much at some shows. Mr. Sc io nveld added, if the Town was going to push out $1 million in FY19 the
Town would not be able to support the $1 million hit to the budget. He noted, everyone has the same
objective, to have fewer instances, maximum tax revenue.
Mr. Schoonveld asked if Mr. Mann had a matrix at this time and stated that the Town should use the
available information to staff appropriately. He said he believes that the staffing for a graduation should
be very different than that of a radio station concert and that the size of the crowd would drive the
numbers. Mr. Mann stated that the genre is the biggest factor. Mr. Mann stated that they have 9 shows
that are non -lawn shows, which is bad for sales but better for safety. He also stated that they reduced a
problematic show by 3000 lawn seats in an effort to control the crowd. Mr. Mann stated that the buses
2
along the back fence are gone and lighting has been added for post -show lighting along the fence. He
added that the lawn will be cut into thirds to allow staff better visibility on the lawn.
Mr. Schoonveld asked for the comparative chart by venue to be passed around, and he said he would
like to see the jobs lists to have an understanding of the police tasks. He noted that New England folk
festival could be a good comparative. Chief Sellon stated that a lot of the issues they deal with have to
do with the number of choke points. He noted that one access/exit always a major push point. He thinks
that the most recent suggestion of a Sullivan Brothers exit will help by 15-20 minutes. Mr. Mann stated
that Xfinity is currently working on a better exit plan from the venue (not parking) itself. Chief Sellon
stated that there are design issues that affect public safety. Mr. Schoonveld stated he does not want to
lose $1 million in revenue. Afflb
Mr. Schoolveld asked where the $24,000 Xfinity license feepes Stanbrook said it goes to general
fund. Mr. Schoolveld asked about the 10 laptops that areilted iriftg license agreement. Chief Sellon
