The open meeting session was called to order,hy K{ gra,Q'Neil at 6:37 pm MAr :<t F. i TT`^,, Members Present: Administration Present: Lynn Cavicchi Teresa Murphy, Superintendent of Schools Kiera O'Neil Lauren Scher Also Present: Jenn Walsh Dorothy Presser, MCAS Members Absent: Linda Fernando The intent of tonight's workshop was to review the process for Superintendent Evaluation and School Committee Goals. Dorothy Presser provided consultation services for the evening. Superintendent Evaluation: • 5 Step Cycle • 2 Part Evaluation on Smart Goals and Standards (4) • Exemplary should be used sparingly • Use detailed, focused comments to support ratings. However, comments are not required when rating is proficient. • Summary evaluation with composite comments must be voted on in open session. *** Cannot release composite evaluation to school committee prior to it being made public. Therefore it cannot be part of the packet that is sent It must be distributed the night of the evaluation. • Superintendent evaluation ratings are submitted through Jenn Edgerly to DESE (by Aug) • DESE gets rankings but not comments. What is the best way to incorporate comments? • Each individual completes the document with ratings and comments. • Chair consolidates the comments by building a narrative based on all comments. Do not add individual comments to the summary evaluation. • Narrative must reflect tone of school committee. • Chair must be given ample time to pull individual evaluations together. Creating composite comments can be difficult. How does Chair incorporate varying opinions in the comments? • School Committee should decide up front how to handle differing opinions. • Process to evaluate and combine comments should be discussed in open meeting 1 or 2 meetings prior to evaluation. (April) • Evaluation in open meeting will occur in May. • An example method: If 4 of 5 agree and there is one dissent, perhaps do not include that one person's comments on that subject. Be sure to include that person's comments in other rankings. Page 1 of 3 Mansfield School Committee Meeting Minutes for Tuesday, July 17 2018 Superintendent's Office Process: Required vs 4 smart goals - 3 areas Rating on all 4 standards Overall summary rating Optional: Number of Elements to be used How evaluation is used Timing of evaluation cycle Process for completing evaluation Approved 9-4-I8 Superintendent creates draft goals that are pulled from Strategy for District Improvement. o School Committee approves goals o Goals must be SMART (Specific, Measurable, Achievable, Realistic and Time -bound.) o Determine the evidence that the committee would like to see. o Goals can be a two year goal. At the end of year one, evidence would show if the superintendent is "on track." o In spring, the provided evidence is a reminder of what happened during the year. Presentations and information sharing is done throughout the year. Identify Standards to be used o Do NOT use the entire RUBRIC. Pick 8 -12 elements in total. For 2018-19 professional practice goal, Teresa should use 2nd year new superintendent training goals. o Identifying which standards to use can be done in a workshop. o August 8thworkshop will be set aside for goals and indicators. o Teresa would like to use goals from district improvement plan. o First draft of goals will be done by Teresa. • Do NOT assign weight to the standards. This adds complexity to the process. • Discuss artifacts of evidence: Goal 4 Action 4 Evidence o Example: Outcomes of culture could be decreased turnover or % of staff attending professional development o Make sure that tasks are not only completed but are serving a purpose toward the goal. • Superintendent can meet individually with each member prior to evaluation to provide updates. This will allow the member to ask questions. This should happen at least 2 weeks prior to evaluation. Editing Evaluation Form: Use the WORD version of the Superintendent's evaluation. Edit to remove elements that will not be used. School Committee Goals (possible items): • Communication with Public o Open Meetings o Facebook/Twitter • Must set structure on what gets posted • Agendas, etc? o Liaisons to School Council Meetings o Articles in school newsletters Page 2 of 3 Approved 9-4-18 Mansfield School Committee Meeting Minutes for Tuesday, July 17 2018 Superintendent's Office Policy Updates- Continue reviews Student Advisory- making better connections with students Operational Calendar- Continue to enhance Upcoming Agenda Items: • Teresa will review district goals and setup superintendent goals by July 271h. • July 20th: school committee members are attending the MASC workshop.
