Return to Open session at 7:46 a.m. The group discussed whether or not the Emergency Manual is a public document. The general consensus was that the Entertainment License Rules and Regulations document is public, but that the Emergency Manual, given the confidential nature of the material contained therein, is not public. Mr. Kozlowski stated that he would like to have the entire Board of Selectmen have an opportunity to review it, and therefore, that review would have to be done in Executive Session. All agreed that the final documents should be prepared and forwarded to the Board for its consideration. Mr. Montgomery stated that he would prefer to not reconvene the subcommittee in order to make revisions to the Emergency Manual, as he is looking for the process to be more cost effective. He believes that the Manual has provisions that may not be appropriate for every event. Mr. Ross replied that he believes that everyone involved is sensitive to the costs associated with complying with the terms of the Manual and would work with Mr. Montgomery. Mr. Annino made a Motion to recommend approval of the License and Manual to the Board of Selectmen. The Motion was seconded by Mr. Kozlowski and the Motion unanimously carried in a 2-0 vote of the Subcommittee.
