It is the Chief's opinion that his department is comfortable with the relationship. The Chief referenced: • Delegating a supervisor to the triage area in concert with the Mansfield Fire Department • Agreement to maintain one rescue on scene at all times as a reserve • Boosting current vehicle numbers and contracting additional vehicles with another service • Solutions for wheelchairs, cots, privacy screenings and golf carts Chief Boldrighini felt positive about the process going into this season. Chief Sellon noted as far as his department is concerned this licensed round is one of reinforcing the existing processes. He referenced: • Addition of close circuit cameras in the Police Compound. These cameras will not be recording but will be used to better allocate resources in the quickest way possible. The cameras will be manned by a Lieutenant within the Compound and with regards to criminal investigations does allow for testifying what was seen via the close circuit. It was the Chiefs hope that in future years more cameras will be added (lawn and street). Xfinity Sub -Committee Meeting March 31, 2015 • Chief Sellon referenced a visit that Lieutenant Thompson made earlier this year where he viewed two separate facilities in Florida — one was very lackadaisical in its approach where there was no active stance with regard to the use of alcohol within the parking lots, and the second was more streamline in limiting tailgating by using a timing phase procedure, which he would like to incorporat in the manual. • Chief Sellon has spoken with Mr. Zazofsky regarding distribution of pamphlets outlining the Town's By -Law which states there is no public drinking. • Chief Sellon spoke with Mr. Zazofsky about introducing a gas powered side by side vehicle to aid in transporting (older carts had no security and were electric which needed charging half way through a show). • Chief Sellon is also looking to add a pickup truck which would aid in outfitting as a street vehicle rather than using a cruiser. The truck will allow for additional space for equipment and provides for larger site. Mr. Zazofsky explained that he has received pushed back from the corporate office as its expenditures outside the operating budget (Cap Ex) process begins in September/October. Mr. Zazofsky referenced: • 4x4 vehicle where he researched if it could be a rent/lease situation which is not an option. As LiveNation considers public safety a high priority it will commit to pay for the 4x4 vehicle but cannot agree to the pick- up truck. • Closed circuit cameras have the potential to get through the Cap Ex. He referenced trying to outfit the Compound and both sides of the front gate. • Lawn lighting is not an issue and will be addressed when stage crew arrives for the season. • Golf cart issue will be more of retrofitting and will not be electric. Deputy Chief Puleo asked if propane is offered as it meets both needs. Mr. Zazofsky was not aware and would follow up. • Would like to move forward and speak about the presence of a medical doctor. Mr. Zazofsky is aware there is no longer an agreement between MFD and Sturdy Hospital. He felt it to be unfortunate that it did not come out in real terms as it is an attempt to make Xfinity safer and felt to have that expertise and extra level on site to be good. He noted that an on- site medical doctor is done all over country. Mr. Zazofsky felt those in attendance are well aware of the elements that present themselves with alcohol (referencing underage drinking as well) and felt to have that high level of experience to be a positive. It was Mr. Zazofsky's opinion that protocols can be developed to shift the focus off if someone should or should not be in ambulance that do not conflict with the MFD/EMS and the on-site medical doctor. Mr. Zazofsky stated the situation went off line and was unsure as to why (personalities) but that LiveNation does not want that situation to alter having someone of that level on premises and felt it to be a good resource. Xfinity Sub -Committee Meeting March 31, 2015 Chief Boldrighini is not in disagreement with Mr. Zazofsky and reminded he was the one supporting the original concept. He noted the situation went off —line when the doctor began to interfere with operations. He explained that a doctor in this situation is like a fish out of water. That it is a paramedic environment where action, medicine and tools are all at paramedic level. The original concept was intended for the medical doctor to assist with those refusing to go to the hospital and with minors in the same context. Chief Boldrighini made it clear that the medical doctor falls under Previte of the Mansfield Fire Department and he will not take any grief. He felt last year's situation to be unnecessary and contentious and stemmed from the doctor not understanding the chain of command. Mr. Zazofsky noted it is LiveNation's feeling that the doctor should be an extra person to aid in evaluating and that there should be well written protocols. He suggested meeting with the doctor on regular basis and believed it would benefit the public and is not intended to undermine. Chief Sellon stated this is a narrowly tailored job where the previous doctor dumped liability on the Town's shoulders. Chief Sellon referenced communication issues and speed bumps placed in the middle that ultimately takes away from the timely care. Mr. Ross stated that the protocols in place for Emergency Management are designed to cover incidences at the Xfinity Center and it seemed to him that LiveNation needs to make certain the doctor is familiar with those protocols as they have been developed in concert with Medical Control. He felt with regards to the previous year we were dealing with large egos and all parties have to start this season with the understanding of protocols to follow and deviating from those puts everyone at risk and most intensely the patients. He noted there is nothing unreasonable within the protocols and felt the key is to complete and approve the protocols Medical Control and then bring the doctor in as an adviser, which was original concept. Mr. Kozlowski asked for clarification regarding what an emergency environment was for a doctor. Mr. Zazofsky could not comment as he is not a doctor but it is his experience to assess but that was at odds with Fire and Police departments. Chief Boldrighini stated it boiled down to the doctor advocating for less patients care. He explained the triage is an assessment and determination center and the decision of the type of care needs to be conducted quickly and based on established protocols. There are four choices: hospital, police, released back to concert or trespass and escorted off premises. There was evidence of numerous departments (Police, Fire, EMS) questioning what the doctor was doing and with Sturdy not wanting large numbers of patients. Mr. Annino stated there can only be one gatekeeper and arguing is a waste of time and effort. Mr. Zazofsky stated there is an element of faith when parents send kids to a concert that they will be taken care of. There are times where babysitting is done for all involved. Chief Sellon felt the doctor is a fish out of water but is not saying he isn't an asset. Xfinity Sub -Committee Meeting March 31, 2015 Lieutenant Archer noted what can't get lost is the protective custody issue and reminded that the Police are the last line where realistically they are not in the business of medical care. He referenced a situation where an individual blew a 3.3 and the doctor wheeled that person back into the Compound. He noted that 2.5 and above do not belong in the Compund. Mr. Kozlowski clarified that the doctor has been identified as being a fish out of water and questioned how would he assist in this role? Chief Boldrighini noted the doctor assists in gray areas of treatment and transport issues with minors where Fire cannot make that determination due to legal ability. He stated it is a unique set of circumstances. Deputy Chief Puleo explained the goal is to get sick people off the venue as quickly as possible where it became a situation of the doctor trying to reduce the number and questioning if transport was necessary. Deputy Chief Puleo stated he has faith in what Mr. Zazofsky is presenting. Additional discussion included: Chief Boldrighini and Mr. Piantedosi (EMS) are working together and have a plan to combine resources as it better airing on side of caution. Mr. Zazofsky stated no one should hinder if someone needs to get to a hospital and technically LiveNation is paying for the doctor and if issues develop he needs to be notified. Chief Sellon suggested drafting potential employment agreement and prior to the season sit down with Chief Boldrighini to fit that in with protocols established. This will protect LiveNation and ensure no liability dumped on the Town going forward. He also referenced his department working with "on-call judges" where a doctor could be located on scene in an "on-call" capacity. • Possibility of outlining access points where patrons cannot stand so emergency personnel have a clear path. Mr. Zazofsky noted in the past lanes were created for certain shows and is open to suggestions. Lieutenant Archer suggested something along the back wall. Chief Sellon felt that with the addition of lighting there would be a decrease in issues. • Deputy Chief Puleo noted the idea of baton flashlights. Mr. Zazofsky was concerned with the additional lighting this would be an issue and at this time would like to focus on lighting the lawn. Deputy Chief Puleo noted it would only be used during an incident and immediacy of reacting to a situation. • Mr. Ross asked if it would benefit to work with LiveNation to add to the license the items discussed today. Mr. Zazofsky is close with the ATV as he has verbal ok and is making a good faith effort. • Mr. Kozlowski is fine with changing the contract year to year and have it reflect what is happening now. Mr. Ross suggested an appendix. • Mr. Zazofsky reminded that the cameras on the lawn are a long term idea and to be considered for next year's Cap Ex. Mr. Ross asked each member to get a working list to Mr. Zazofsky as they work through season. X6nity Sub -Committee Meeting March 31, 2015 • Mr. Zazofsky had a sample card/pamphlet regarding alcohol policy in lots and noted it will be placed on website. • Chief Sellon suggested additional signage throughout entrance and lots with regards to alcohol policy. In summary: • Chief Boldrighini will work with Medical Control to finalize protocols. Mr. Zazofsky suggested using a Norwood Hospital doctor as it would flow easier. Chief Boldrighini would follow up with Medical Control in its next meeting. • Mr. Ross suggested developing an Appendix to the license (not part of license) for the Board to see that shows what can be expected in terms of cameras and equipment moving forward. Mr Annino stated the more detail shown, the better. It was noted that the Safety Manual is not a public document and can only reference the license in public session and the Safety Manual in Executive Session. • Mr. Ross will schedule a discussion/status with the Board of Selectmen. Mr. Ross appreciated the good, straightforward conversation Meeting adjourned at 8:35am Xfinity Sub -Committee Meeting March 31, 2015
