Mr. Ross informed the group that he has followed up with Town Counsel with regards to the
matter of LiveNation being self-insured. Town Counsel explained that as long as the Town is
confident of solid financials and that LiveNation backs up the responsibilities of Indemnification
Agreement there should not be any issue. Language of the license should refer to the
Indemnification Agreement and remove mention of 1 I IF. Mr. Ross asked Mr. Mann to have his
Counsel review the language. Mr. Ross referenced an ongoing protective custody issue where it
was felt that LiveNation and Xfinity has lived up to their part of the bargain. Mr. Kozlowski
asked if LiveNation/Xfinity has always been self- insured to which to Mr. Mann stated to his
knowledge yes.
Chief Sellon referenced the Board of Selectmen's meeting from last evening and the concerns
aired publicly. The Chief stated that everyone has the same goal with regards to reduce staffing
safely and stressed the directive comes from Board. Mr. Mann wanted to be clear he was not
challenging staffing levels. Chief Sellon recognized that tweaks here and there are needed and
understands the challenge Mr. Mann has but emphasized that it is incumbent that the groups
work together to solve these issues. Mr. Mann, as a side note mentioned that the schedule lends
to fewer acts that lead to issues and looks like it's an older demographic that typically don't look

for trouble. Mr. Mann also stated that two of the anticipated problematic shows have been
moved from a Saturday show to a Thursday show. Mr. Kozlowski stated that his colleagues
wanted to get the point across of supporting its Public Safety and it was interesting to see what
took place but he did appreciate Mr. Mann's presence. All agreed that it should not have
happened in a public forum with Mr. Mann furthering the discussion should happen behind
closed doors.
Mr. Mann went through a few points of his own which included:
• Looking for feedback with regards to the Traffic Plan, noting he is moving forward
with an Open House for residents affected by the plan to close Reservoir Street for a
period of time on the egress. His plan is to flyer houses inviting them for coffee, a tour
and to explain the process. Chief Sellon would like to have a traffic officer attend as
well. Mr. Mann also noted MassDOT is in favor of the plan but would like Town sign -
off.
• Deployment Plan (Officers and where they are located). Mr. Mann is looking for more
information with regards to the flow of movement.
• Pre -season Table Top Exercises which Mr. Mann would like to open up to the Chiefs
and staff. This would be "pick up scenarios" where he felt it is interesting to hear
perspectives of handling of situations from different positions. Chief Sellon suggested
to add bomb threats as FBI Agent Kevin White noted (at last week's meeting) a
significant increase in threats. Mr. Mann also suggested active shooter as there is great
training.
• In contract with helicopter company out of Norwood Airport to provide "Ultra VIP
Experience", four person package with assigned Xfinity concierge. Designated drop
area would be to utilize second half VIP Lot as it has natural barriers on two sides.
Could handle three trips per show where the goal, as it is new, would be ten for the
season. Lieutenant Archer can understand why LiveNation/Xfrnity wants to offer this
but noted it is a nightmare scenario for Public Safety. Chief Sellon noted it is
"managing expectations" of crowd (rushing because they think it's the band or a
celebrity).
• Documentation of Details. Chief Sellon preferred discussion of this matter privately..
Mr. Mann will work with the Chief on this separately.
Traffic Officer Dave Kinahan reviewed the Traffic Plan at this point of the meeting where Mr.
Mann reiterated that MassDOT approves of the plan but in the spirit good partnership would like
the Town to sign -off on it first. Officer Kinahan's concern is closing of Reservoir Street. Mr.
Mann explained this would only be for a limited time on the egress where it was felt there is an
alternative route for those residents. Mr. Mann explained the goal is to keep it open until the last
second. Officer Kinahan asked that signage be prominent to which Mr. Mann reported there will
be a full scale signage plan and it will be significant referencing utilizing the merge for signage

placement. Officer Kinahan asked who will perform set- up to which Mr. Mann noted that
depended on the company they decide to use. Lieutenant Archer reminded the group that a lot of
Norton residents utilize Reservoir and would need to be informed. Mr. Mann would extend
notification via flyers into Norton and Chief Sellon would inform Chief Clark. Chief Sellon felt
anything that relieves the starting/stopping and continues flow should help.
Sergeant Bain addressed the group in terms of his group's needs. His main issue is with regards
to the lawn and people entering or throwing objects under/over the fence. Mr. Mann noted staff
does its best staying on top of holes and suggested rebar may be better. Sergeant Bain is looking
for better site lines from the back of the lawn asking for a better elevated position. Mr. Mann
and a group of Public Safety personnel will meet later today at 3:OOpm to survey the area.
Sergeant Bain would like a sense of consistency for each show in terms of Xfinity policies so
there are no excuses (selfie sticks, umbrellas, bags). Mr. Mann noted artists sometimes have
requests. Sergeant Bain felt relaxing of rules is a problem and welcomes anything that is stricter.
Mr. Mann felt more signage for "dos and don'ts" is warranted. It was suggested to pass out
information to cars while entering. There was a discussion of leaving items in an area (no bags
or containers) for pick-up upon exiting. Chief Sellon would feel more comfortable if something
of that nature was at least 100 yards away.
With regards to last week's EMS discussion Mr. Ross reported that he had a follow-up
conversation with Foxboro Captain Kelliher as well as a conversation with Foxboro's Town
Manager Bill Keegan who both spoke incorrect reporting of numbers from the Gillette venue.
Both noted that transports were actually higher and there is pressure to not report on those. Mr.
Ross asked Mr. Mann to take a serious look at Xfrnity's provider noting the Town does not want
transports either but it has an obligation to provide proper medical assistance. Chief Boldrighini
believes in the system that is in place stating the key is to stop the issue before it becomes one.
Mr. Mann asked if the Chief is recommending no physician. Deputy Chief Puleo wanted to be
clear there is a difference between the terms triage and treatment. Mr. Mann stated if he is
paying for a physician he wants him/her to be actively involved and did not have that impression
from last year. Chief Boldrighini felt the doctor facilitates and is positive and would like to see
that continue noting he will continue to work on a smoother process. Mr. Ross confirmed it will
be the same doctor noting he is accustomed to EMS. It was noted there is potential to not have
him there for smaller, less problem shows. The group agreed that perhaps advance planning on
this front can be accomplished in monthly meetings.
Mr. Kozlowski asked what else needed to be done where Mr. Ross felt that if both parties are
agreeable we should begin to move forward with the license to which all agreed.

Deputy Fire Chief Puleo felt that the helicopter and procedure of the VIP Experience should be
an addendum to the Emergency Manual where it was felt it could piggy back off of the Medivac.
The Deputy Chief felt the worst case scenario should always be planned for.
Mr. Ross would like to provide a summary to the Board. chiefs work on public safety plan
