Lieutenant Thompson met yesterday (April 261") with Sergeant Bain, Lieutenant Archer and Bill
Shinkwin where there was a good dialog on plans for upcoming season focusing on main gate
area and alcohol enforcement in lots. From that meeting:
• Decided to meet twice each month to plan for each of the 33 shows
• Discussed having additional signage with regards to no alcohol as patrons approached the
gates. Security would do its best to search everyone but with huge crowds it will be
difficult but will plan to have Metro assist prior to show start time.
• Decided that a way to reduce numbers in Compound was to have Xfinity security at the
front gate to escort violators to Compound with a sober person option to take control of
individual off property. This will prevent a lot of the numbers.
• Decided that any person in possession of alcohol at the front gate during a search will not
be allowed into facility.
• Looking to implement a no bag policy and also reviewing a clear bag policy and if that is
a better option. Need further clarification on size.
• Decided on regular meetings a month prior to show to receive information from Lee
Zasofsky as well as review past After Action reports (ie all shows in June will be planned
for in May).
• Mr. Mann noted that the Mega Ticket sales are down.

Sergeant Bain addressed the group requesting an elevated platform in the back of the lawn area
also noting the area should be trimmed out. Sergeant Bain was concerned with being eye level
with the crowd and felt a raised platform would assist with addressing problems areas more
quickly and getting resources there. Mr. Mann did not have an issue with this and it was decided
that Sergeant Bain, Lieutenant Archer and Mr. Mann would scout the area for the location
immediately after this meeting. In terms of cutting back the area Mr. Mann had reservations but
appreciates the concern. He fears if it is cut back it may encourage more people to enter illegally.
Chief Sellon is not necessarily concern about individuals jumping the fence but more that the
area is prime to conceal a device which could do harm to a lot of people. Mr. Mann noted his
argument is valid but maintains his secondary concerns. It was decided to monitor the area and
address as the season moves forward.
Lieutenant Archer reported there has been significant discussion on:
• Changes within the Compound and has been assured by Mr. Mann that there has been a
meeting scheduled with Eagle Leasing for storage containers (April 28`h) in order to be
more efficient and effective. The Compound will be reoriented and set up so there is a
better flow of communication and Xfinity is on board.
• Lieutenant Archer requested better access from front gate into the Compound in order to
avoid patrons noting escorting will be easier and exiting the Compound to the front gate
will be quicker.
• A request has been made to widen the area where wagons enter/exit as current gate is too
tight. There is a concern that if the gate is opened wider it opens the Compound wider
and possible access to the public. Public Safety is willing to live with that in order to get
those vehicles in and out safely.
• Discussed a request for video at the front gate, streamed to Compound and recorded. Mr.
Mann does not want to do this cheaply and can't promise entirely at this point. Plan is to
phase in cameras over the years and continue to address. Mr. Mann felt cameras to be
important as well as the value of surveillance and seeing from the Compound in real time
to be a big help. Public Safety would like to see that expanded in the future. Mr. Mann
would like to contain expectations as it is a large and wide area where mounting is
difficult.Mr. Kozlowski asked how the video is stored where it was noted it can hold up
to a year. Mr. Mann felt to start with a smaller system that can be built on.
• A request was made to mount utility pole outside of Command Post in order to get
antennas for base radios up as high as possible.
Chief Sellon noted the big concern is to have a plan moving forward on those issues that are
pressing. Mr. Annino asked if the area is swept prior to gates opening which Chief Sellon explain
to an extent referencing the problem with the dog is the fatigue factor and need to pick and
choose where. He noted the entrance is swept then available for concerns. Mr. Mann noted his
group does a good sweep and are tested throughout the season. Mr. Annino stated it would be
nice to have a policy where Mr. Mann went through each department's area of responsible (450
staff members). Chief Sellon asked to send that information to Lieutenant Thompson so that it
can be incorporated into the manual.
Chief Boldrighini spoke to the VIP Package (use of helicopter) where he wants to make sure
Xfinity has the opportunity to do this but that Mr. Mann needs to work with Deputy Chief Puleo.
Deputy Chief Puleo noted the concern is with the fuel and metals and having the proper
equipment to extinguish those in case of emergency. He felt two ?? would be enough in
opposite corners of the area as they always need to be prepared and cannot carry enough of the
agent on its trucks. Mr. Ross asked if that type of equipment is stored at the Airport to which it
was reported it is.
Chief Boldrighini asked for the status of the EMS carrier where Mr. Mann noted at a bare
minimum there would be the same carrier with supplemental ambulances. Chief Boldrighini
reminded that he is not pushing for a new carrier just need to be sure there is proper coverage.
Mr. Mann stated a contract would be signed within the next seven days. Chief Boldrighini
explained there would be a detail analysis of each show which would be based from history, intel
and Xfinity feedback. Mr. Mann encourages sharing of data. Mr. Annino is concerned an EMS
carrier is not in place to which Mr. Mann asked him to understand it from his perspective.
Mr. Mann reported that the Reservoir Street open house had 60 plus attendees noting there were
no concerns with the new traffic plan and has opened a dialog with the area residents.
Mr. Mann asked how this information will presented to the Board where Mr. Ross suggested
taking the salient points from Xfmity notes to provide enough information for the Board.
Mr. Mann announced that LiveNation/Xfnity is looking at closing lawn for approximately nine
shows where tickets for the area will not be offered or will have customer service exchange the
ticket.
