SUBJECT: Tax Increment Financing Committee
Town of Mansfield
Town Manager's Office
The Board of Selectmen has established a Tax Increment Financing Committee to
negotiate future TIF agreements that must come before Town Meeting for approval. The
Board envisioned a two -fold approach to the committee: one of which is to negotiate
future TIF agreements, and the other is to establish criteria to be used by the Town to
provide incentive for future business devefopment. In order to establish appropriate
criteria, the Board desiresto have a larger inclusive committee consisting of
representatives from the Finance Committee, Board of Assessors, Board of Selectmen,.
Town Manager and Industrial & Development Commission and to add representatives
from both the Zoning Board of Appeals and Planning Board to assist the committee with
establishing criteria for businesses to locate, relocate or expand in appropriately
designated areas of Mansfield.
As we prepare .to move forward with the. Town's ETA (Economic Target Area)
designation, a TIF Committee is critical to the future success of the program and the
ability of the Town to attract new emerging industries to our location.
At your committee's earliest convenience, please establish one representative from your
respective committee to serve on the TIF Committee. Time may be of the essence as we

prepare to consider future TIF proposals from industries/businesses who have expressed
an interest in Mansfield.
After the first of the year, I plan to hold an organizational meeting of the committee and
begin the criteria process. I would also like to visit other TIF communities such as
Dartmouth to learn from local officials first hand what worked and what did not and to
avoid making the same mistakes in Mansfield.
Please provide my office with the appropriate names of each committee representative as
soon as possible. Thank you for your cooperation and assistance.
