Plymouth Street Recreation Fields - $453,000
Kevin Kemp, Recreation Commission, said there has been a large increase in population
and in program participation. He said the last field that was added was Hutchason Field
in 2001.
The committee was shown a PowerPoint presentation about field demand and increase
participation in youth sports. There is a short-term need to add two fields at Plymouth
Street. Approximately $200,000 in fill material has been donated by SR Weiner, which
brings the cost of construction to approximately $453,000. The fields will be irrigated
but will have no lights and no bleachers.
Dr. Torman asked if the field users re charged for electricity. Mr. Kemp said youth
_ sports are not, but adult users do pay a use fee. He said most sports organizations freely
donate funds.
Ms. Lavin asked about increasing user fees to assist with maintenance. Dave Raposa,
Recreation Commission, said there is a need now and there is no ability to accrue funds
then do the work. Also, higher user fees may have an impact on sports organization's
donations.
Mr. Trowbridge said other than labor, the town has done very little and most
improvements to town facilities such as Plymouth Street have been done by youth
groups.
Ms. Lavin stated that the committee needs to look at all the competing priorities
townwide when deliberating and there is a need to recognize that funding requests far
exceed available funds.
Mr. D'Agostino said he is a supporter of youth sports, and the town may want to look at a
partial funding of projects to be completed over several years or long-term borrowing to
complete projects sooner.
Mr. Kemp said this is a million -dollar project, but with the work that has already been
done and the donations that have been made, the cost has been reduced to approximately
$453,000. He said over the past seven years, no recreation requests for field expansion
have been funded.
Ms. Miller asked if scaling back the scope of the proposed field expansion is an option.
Mr. Trowbridge said $150-200,000 per year will keep the project moving. Ms. Miller
suggested looking at the cost of getting one field online and trying to find a compromise
on how and when to fund the balance.
Mr. Kemp said by partially funding the request, the fields will go online in 2010 vs. 2008,
which means some projects may be curtailed. The sooner the proposal gets funded, the
sooner the fields get online. - -
Mr. Sullivan explained his five requests totaling $524,500.
1. Printer/Scanner $22,000. Mr. Sullivan explained this is his highest priority. The
current equipment is nine years old and the request was also on CIP last year. The
equipment is no longer supported and a new one will last approximately 10 years.
2. Mr. Sullivan explained that the department's second highest priority is the School
Street Sewer Extension, but because it is being funded through an enterprise
account, it is not included in this part of the capital plan.
3. EPA Stormwater Compliance - $15,000 is needed for outreach and to make the
next five-year plan. The committee discussed whether this meets the definition of
a capital need. Mr. D'Agostino suggested removing it from CIP and adding it to
the Special within the Annual warrant.
4. Repair of dams - $92,000. Mr. Sullivan explained the request is for the Canoe River
dam at Mill Street. He said the request may be able to be moved back a year.
5. School Street culvert - $50,000. Mr. Sullivan said he plans to approach the Mansfield
Crossing developers about this and this is the lowest priority request for this year.
Mr. Ahern explained the requests for Town Hall carpet - $100,000; % Ton Service Ti
- $36,100; Town Hall Security System - $120,000
