He encouraged the other communities to send in letters of support. Jonathan Brucks updated the committee on the options Foxboro is addressing with the Patriots. He noted that discussions about Foxboro taking over the Patriots wastewater treatment plant are still ongoing and thought that oversight could be part of a Regional Wastewater District with Mansfield and Norton but with all related costs charged to Foxboro. This is one option under consideration. The other one Foxboro is considering is joining the Mansfield Foxboro Norton (MFN) Wastewater District for just Foxboro only flows (no Patriots component). The Foxboro Water and Sewer Commissioners have endorsed both options. John D'Agostino indicated he would need a lot more information about how the Patriots component would fit into the MFN Wastewater District before he could support. Concerns about how the Patriots facility was designed to meet permit and liability for making permit where raised. David Young distributed updated cost tables showing the construction and operating costs by each community based on flow proportioning. The tables indicate significant savings to each community based on the regional approach At 7:OOPM, a motion was made by Don Brown and seconded by Leo Potter to "Endorse the concept of a Regional Wastewater District to include the Towns of Norton, Foxboro and Mansfield" All six (6) IMA Study Group Members voted in favor of the Motion There was some general discussion about how each community needs to go about selling the concept before their Annual Town Meeting. Jon Brucks offered to start drafting a presentation since most agreed the theme for each community will be similar The IMA Committee adjourned at 7:20 as several members were going to a Mansfield Board of Water and Sewer Commissioners workshop on this issue. Future Meeting: February 21, 2008 6:OOPM
