Discussions:
The following is a brief summary of discussions:
1. Community Updates
Jay Barrows asked a representative from each community to provide an update on the
wastewater program status as a means to inform DER
• Mansfield — Lee Azinheira and David Young discussed that Mansfield will be
requesting 450,000 gpd. Recommendation being presented to Board of Selectmen
as Sewer Commissioners on February 251h. Mansfield sent Easton (potential for
100,000 gpd) a letter asking for a decision in early 2009.
• Foxboro — Phil Henderson said they will be requesting 300,000 gpd.
• Norton — Diane McElligott and Duane Knapp indicated that Norton will be
requesting 500,000 gpd. That flow would include about 320,000 gpd for the town
and an additional 180,000 gpd to address Wheaton College needs if they come in.
In summary, the flows add to about 1.25 mgd. This flow will require the use of both
effluent recharge sites evaluated in Norton. Each community needs to send a letter to the
Town of Mansfield indicating their requested flow commitment.
2. Mise Discussion Items
• CDM worked with the town of Mansfield to submit two potential stimulus
package requests. One is for $4.5M to conduct the treatment facility expansion
design. Second one was for $3M to purchase the effluent recharge sites in Norton.
• Jay Barrows noted he continues to seek funds to help move this project and has
been staying in touch with Barney Frank's Office and Greg Biclecki (sp) from the
Governors economic development group.
• No news to report on the status of the Draft Wheaton NPDES permit and DEP
response on process to move that permit to the Mansfield WPCF.
• Norton representatives indicated that there have been no recent discussions with
Wheaton College representatives. It was noted that Gerry Murphy from Wheaton
had recently passed away.
• Appraisals would need to be done on the Reilly property (15.4 acres as a
minimum) before negotiations could occur. Likely to need minimum of two
appraisals. Lee Azinheira will evaluate the WPCF budget to see if any funding
sources are available. He will also try to obtain estimates for the work and names
of firms that could be used.
• Phil Henderson noted that discussions with the Patriots organization were ongoing
and that different payment scenarios were being discussed that would help
Foxboro fund their capacity needs.
• Foxboro is planning to bring an article to spring town meeting that will create a
sewer district in town.
• Mansfield may submit a town meeting article as a place holder in case funds are
needed to hire the attorney for drafting the District Special Legislation, to conduct
land appraisals or to complete the CWMP /EIR.
• General consensus among those in attendance was that based on stated flow
commitments received tonight that the wastewater District formation should move
forward,
3. Action Items
• Flow commitment letters should be submitted by next IMA Meeting.
• Norton to provide connection fee cost report to Lee Azinheira (from previous
meeting).
• Lee Azinheira to review potential funding sources and firms for conducting land
appraisals
• Communities to review Spring Town Meeting article submissions.
• CDM to revise proposed project schedule.
