Discussions:
The following is a brief summary of discussions:
1. Community Updates
• Mansfield — Recently passed a 12 percent sewer rate increase.
• Foxboro — Many issues related to Patriots commitment on the table with little
consensus developed. New subcommittee being formed to try and move these
issues along.
• Norton —No new meetings with Wheaton College have occurred. Still awaiting
DEP response letter on Wheaton permit transfer.
2. Potential Funding
• Jay Barrows discussed the Housing and Economic Development Funding
application. Nothing new to report. Rep Barrows is trying to set up a meeting with
that agency.
3. Mansfield- Foxborough- Norton District Legislation
• Much of the discussion centered around the most recent Special Legislation
drafted by Attorney Wilkins.
• Section 3, Items 3 and 4: Need to revise to read that District could acquire land
via eminent domain in district communities and could purchase or otherwise
acquire land in any community.
Norton Representatives meet with their Selectmen and passed along some initial
comments gathered from them:
• Would like to have both Norton District Reps voted unanimously for
purchase or eminent domain taking for land in that town.
• Would like to see provision for naming an alternate member.
• Questioned ability to tax space owned by District should it be rented out.
• Would like to see a discussion of potential "lost fee" for Norton.
• Questioned whether District would be governed by Proposition 2 %2.
Group agreed to add wording that District could have State deduct town payment if
for some reason that community didn't appropriate. This will help with bonding.
4. Other Items
• IMA Meeting Minutes of May 18th were approved.
5. Action Items
IMA Members to submit comments on Draft District Agreement to Lee Azinheira
prior to next meeting.
Lee Azinheira to review potential funding sources and firms for conducting land
appraisals and submit as a Mansfield Town Meeting article.
