Jay Barrows noted there is nothing new to report. 3. Mansfield - Foxborough- Norton District Legislation • Much of the discussion centered around finalizing the most recent Draft of the Special Legislation revised by Attorney Wilkins. Norton representatives raised some issues. • Members present voted (McEligott/ Knapp) to change wording to require both (or unanimous) representatives from a given town where eminent domain was being utilized to vote in the affirmative. This will only occur if that community's town meeting doesn't support. It was pointed out that the Commission Representatives r—i 0) have a fiduciary responsibility to the District. a • Members present supported having a commission representative who steps down have a replacement appointed by the Board that appointed that member. • Members present with the above revisions to be included voted (Potter/ Knapp) to have Rep Barrows begin the process of filing the Special Legislation • Attorney Wilkins issued an opinion on whether town meeting actions are required on Legislation or District Agreement based on prior votes. His opinion is that no further town meeting action is required. However, each community intends to bring the Agreement back to town meeting since it was stated they would when previous articles were passed. 4. Discussion on Preliminary Draft of District Agreement • Mansfield representatives asked David Young to prepare a draft of the Agreement by using the existing IMA and the Mattapoisett documents as a starting point.
