Discussions:
The following is a brief summary of discussions:
1. Community Updates
• Mansfield — Nothing new from Mansfield. No word from Easton.
• Foxboro — Selectmen have formed a new subcommittee to work with the Water
and Sewer Commissioners on this issue and appear to be making the sewer
discussion a higher priority.
• Norton —No new meetings with Wheaton College. Wheaton received a letter
from DEP on the process to move their NPDES permit to the Mansfield WPCF.
Essentially says DEP supports but need to file an application and follow the
public review process. Copy of letter was distributed.
2. Potential Funding
• Rep. Jay Barrows noted there is nothing definitive to report.
3. Mansfield - Foxborough- Norton Regional District Legislation
• Representative Barrows has the draft legislation reviewed by state house staffers
and the proposed edits have been endorsed. This revised version will be filed. Rep
Barrows is coordinating the filing with the other area representatives to file it
together. A copy of the revised legislation was distributed.
4. Discussion on Preliminary Draft of District Agreement
• Mansfield representatives asked David Young to prepare a draft of the Agreement �
by using the existing IMA and the Mattapoisett documents. A Rough Draft dated
a
8 -12 -09 was circulated and briefly reviewed. Committee members were asked to
review it and forward comments to Lee Azinheira prior to the next meeting.
5. Other Items
• Lee Azinheira will begin the land appraisal process and get a schedule from the
three appraisers. He has been in touch with the land owners.
6. Approve Minutes
• The minutes of 07 -16 -09 were held till the next meeting.
