Discussions:
The following is a brief summary of discussions:
1. Community Updates
• Mansfield —Nothing new from Mansfield. No word from Easton. Jay Barrows has
placed calls to Dave Colton but they have not been returned.
• Foxboro — Selectmen's subcommittee met with the Water and Sewer
Commissioners but nothing new to report at this time. Also Jay Barrows
discussed how a developer wants to connect the Bradlees plaza to the sewer but
that area is outside of the defined sewer service area.
• Norton —No new meetings with Wheaton College. Jay Barrows will try to setup
a meeting with them to discuss DEP letter on NPDES permit transfer. He may
invite others to attend.
2. Filing Status of Regional District Legislation
• Rep. Jay Barrows had the draft legislation reviewed by state house staff. It is also
being reviewed by town counsels. Any comments must go back through Attorney
Wilkens,
3. Discussion on Preliminary Draft of Regional District Agreement
• A Rough Draft dated 8 -12 -09 had been previously circulated for review and
comment. Committee members were asked to review it individually and forward
comments to Lee Azinheira prior to the next meeting. That will be the basis for
discussion at next meeting. Some items noted that need to be added include:
o Pension liability language

• Workmens compensation insurance language
• Selling of capacity from one member to another member
4. Other Items
• Funding —Nothing new to report
• Land Appraisals - Lee Azinheira has begun the land appraisal process and will get
a schedule from the three appraisers. Appraisals likely won't be completed until
November. He has been in touch with the land owners.
5. Appi-ove Minutes
• The minutes of 07 -16 -09 and 8 -13 -09 were approved.
