Discussions:
The following is a brief summary of discussions:
1. Community Updates
• Mansfield —Nothing new from Mansfield. Lee Azinheira reiterated it is likely that
the Town of Mansfield will need to implement a sewer flow moratorium next
spring.
• Foxborough — Nothing new to report.
• Norton —Norton Water and Sewer Commissioners are drafting a cost proposal to
formally submit to Wheaton College regarding the college connecting into the
sewer expansion program. Targeting end of October for draft to be complete. Fran
Yanuskiewicz will work with Dave Young to update costs.
2. Filing Status of Regional District Legislation
• Rep. Jay Barrows filed the special legislation and expects a hearing on it in about
a week. He explained the process for this so called "late filing" which requires the
rules to be suspended by the appropriate committee. His feedback to date from
other legislators is that this Bill shouldn't have any problems moving forward.
3. Discussion on Preliminary Draft of Regional District Agreement
• Committee members received an electronic version of an updated Draft Regional
Agreement dated 10- 18 -09. David Young edited the August preliminary draft
based on committee discussions since that date. There were so many changes that
track changes were not used but will be going forward, t
a
Committee members agreed it would be more beneficial for each to review the
Draft prior to the next meeting and send their comments to Lee Azinheira before
that meeting. Then discussions will begin in earnest to develop a final Draft.
Brief comments discussed included:
• Should a section be added that required a host member town to approve
flow from a proposed development in that town prior to a potential
developer purchasing flow from another member town or paying for a
flow expansion. General agreement was yes.
• Should add a section allowing member towns to have first right of refusal
to purchase any available flow from another member town.
• A mechanism for payment of common conveyance facilities should be
added to address developments in abutting towns.
• General agreement was that a fixed and flow variable cost table was not
needed in the Agreement. Text description of typical items was sufficient.
4. Other Items
• Funding — Nothing new to report
• Land Appraisals - Lee Azinheira reported appraisals have started. Access issues
have been resolved. Should see some results in late November.
