Discussions:
The following is a brief summary of discussions:
1. Community Updates
• Mansfield —Nothing new from Mansfield.
• Foxborough — Meetings continue between Selectmen liaison and Water & Sewer
Commissioners to develop an acceptable finance plan.
• Norton — Norton Water and Sewer Commissioners continue to draft a cost
proposal to formally submit to Wheaton College regarding the college connecting
into the sewer expansion program. Selectman Bob Kimball attended his first IMA
meeting as Selectmen's liaison to the W &S Commission.
2. Filing Status of Regional District Legislation
• Rep. Jay Barrows filed the special legislation (H4307) and a hearing on it will be
November 17, 2009 before the Committee on Municipalities and Regional
Government, Lee Azinheira and David Young will attend with Rep Barrows.
3. Discussion on Preliminary Draft of Regional District Agreement
• Committee members continued to discuss and review the updated Draft Regional
Agreement dated 10- 18 -09. The Committee completed discussion up through r
Section 10. Members expect to address the remaining sections at the next W
a
meeting. A revised version will then be produced for wider circulation and
potential legal review at that time.
• Leo Potter will check with Jonathan Brucks to see if he has had a chance to
review the 10 -18 -09 Draft.
4. Other Items
• The question was asked for discussion "Would the Regional Wastewater District
be implemented if the wastewater facility expansion did not move forward with
all three communities ?" Lee Azinheira indicated he would need to get input from
the Mansfield Water & Sewer Commissions but did not believe they would
support implementing a district if the expansion did not go forward, Instead the
existing IMAs would continue or revised ones developed and Mansfield would
continue to operate the treatment facility. With the economic downturn there is a
concern about whether there is support in each community to move forward with
an expansion even through each community would be under a sewer moratorium
(Mansfield to recommend a moratorium in spring 2010).
• Funding — Nothing new to report
• Land Appraisals - Lee Azinheira reported that some of the appraisals have started
to come in and he expected two of them for each property by the end of
November. Initial values appear to be similar.
