Discussions:
The following is a brief summary of discussions:
1. Community Updates
• Mansfield —Nothing new from Mansfield. New Town Manager hired.
• Foxborough — Meetings continue between Selectmen liaison and Water & Sewer
Commissioners to develop an acceptable finance plan. Nothing new to report.
• Norton —Norton Water and Sewer Commissioners continue to draft a cost
proposal to formally submit to Wheaton College regarding the college connecting
into the sewer expansion program.
2. Filing Status of Regional District Legislation
• The Special Legislation that Rep. Jay Barrows filed (144307) was passed along to
the Senate whose counsel requested several edits be made. Doug Wilkens
reviewed the proposed edits and the IMA Committee reviewed and discussed his
proposed edits back. Committee agreed on edits and Doug Wilkens will forward
back to senate counsel.
• While the town meeting actions in each community didn't require the District
Agreement to be brought back for approval, each community has agreed that is
what they will do to achieve full community buy -in. Likely to be fall 2010.
3. Discussion on Preliminary Draft of Regional District Agreement
• Committee members continued to discuss and review the updated Draft Regional
Agreement dated 10- 18 -09. The Committee completed discussion on most
sections except those being reviewed by the Town of Mansfield (Sections 12, 13,
15, 16 and 18). A revised version will then be produced for wider circulation and
potential legal review.
• Leo Potter will continue to try and contact Jonathan Brucks to see if he has had a
chance to review the 10 -18 -09 Draft and has any proposed edits.
4. Other Items
• Funding — Nothing new to report
• Land Appraisals - Lee Azinheira reported that two appraisals for each property
were recently received and are being reviewed by a the third party reviewer.
Town of Mansfield may place an article on spring town meeting to acquire these
parcels.
• Lee Azinheira noted to each community he is projecting an approximate 5 percent
reduction in next year's wastewater budget which reflects the switchover to
hauling liquid sludge for disposal.
5. Approve Minutes
• The minutes of 11 -30 -09 were approved.
