Discussions:
The following is a brief summary of discussions:
1. Community Updates
• Mansfield — Nothing new from Mansfield. New Town Manager Bill Ross starts
on January 181h.
• Foxborough — Meetings continue between Selectmen liaison and Water & Sewer
Commissioners to develop an acceptable strategy for meetings with Patriots. First
meeting with Patriots scheduled for mid January.
• Norton — Norton Water and Sewer Commissioners continue to draft a cost
proposal to formally submit to Wheaton College. Bob Campbell, Wheaton main
contact for this project, retired at end of 2009. Rick Wallach is the new contact.
2. Filing Status of Regional District Legislation
• The Special Legislation that Rep. Jay Barrows filed (H4307) still sits in Senate
Committee. Attorney Doug Wilkens forwarded back to Senate counsel edits
approved by the IMA Committee.
3. Discussion on Preliminary Draft of Regional District Agreement
• Committee members continued to discuss and review the updated Draft Regional
Agreement dated 10- 18 -09. David Young will incorporate the last round of edits
into a new edition using track changes in time for the next meeting.
4. Other Items
• Funding — Nothing new to report
• Land Appraisals - Lee Azinheira reported that two appraisals for each property
were recently reviewed by a third party reviewer. The reviewer agreed with the
higher end value for each site.
• Members present agreed it would be prudent to move forward with acquisition of
the two effluent recharge sites. Lee Azinheira will discuss with counsel what the
best approach should be to acquire them. Mansfield could acquire as a private sale
via a town meeting article and recover costs via existing wastewater agreements.
Norton could acquire with option for eminent domain option to clear title at a
town meeting but would need to determine cost recovery method.
• Foxborough is planning to present two articles at this Springs town meeting. One
is to appropriate funds to purchase up to 325,000 gpd of wastewater capacity as
pail of regional expansion, Second article has to do with authority to file Home
Rule Petition to clarify Water and Sewer Board authority.
• Mansfield may put forth a town meeting article to impose a sewer moratorium.
No decision has been made yet.
• Norton does not anticipate any town meeting articles for this issue unless the land
acquisition item needs to be addressed.
• All agreed approval of the MFN Regional Wastewater Agreement is likely to be
addressed at next Falls town meetings in each community.
