Discussions:
The following is a brief summary of discussions:
1. Community Updates
• Mansfield — Mansfield's new Town Manager Bill Ross was introduced to
everyone. Bill understands wastewater and regional district issues from his
previous work in Michigan. He emphasized the importance of all three
communities working together in order to make the district happen.
• Foxborough — Meetings continue between Selectmen and Water & Sewer
Commissioners to develop an acceptable strategy for meetings with Patriots. First
meeting with Patriots occurred last week. They appear willing to listen to
Foxborough cost proposals. Long way to go.
Mike Stanton raised the hypothetical question of what is the minimum flow
Foxborough needs to contribute and still be considered a District Member?
Representative Barrows and other IMA members reiterated that using actual flows
is only for the mew expansion flows (not current IMA flows) and so Foxborough
needs to purchase sufficient flow to meet their pent up demands and future
demands. Foxborough is only bringing "flow equals dollars" to the table and so
there is some minimum flow required for them to become a Member, That value
is not known at this time. But they started at 625,000 gpd and then dropped to
300,000 gpd. To go much lower may raise issues.
• Norton —Norton Water and Sewer Commissioners will be meeting with
Selectmen soon to finalize a draft a cost proposal to formally submit to Wheaton
College. Norton remains committed to 500,000 gpd of new wastewater flow with
or without Wheaton College involved.
2. Filing Status of Regional District Legislation
• The Special Legislation that Rep. Jay Barrows filed (H4307) still sits in Senate
Committee. Attorney Doug Wilkens forwarded back to Senate counsel edits
approved by the IMA Committee. New Senate counsel has been assigned to
review now and House may need to re -vote/ approve depending on final changes.
3. Discussion on Preliminary Draft of Regional District Agreement
• David Young distributed a hard copy to all in attendance a copy of the revised
Draft Regional Wastewater District Agreement dated January 28, 2010. The copy
has all changes tracked and highlighted in red. Members were asked to review the
document and mark it up as needed for discussion at the next meeting.
4. Other Items
• Funding — Nothing new to report
• Land Appraisals — IMA Members discussed presenting the land appraisals to the
two land owners and authorized Lee Azinheira to meet and review them with each
land owner. Mansfield Town Counsel had no issues with sharing this info. Copies
will also be sent to Town of Norton representatives.
• Both Norton and Mansfield have place holder articles for their spring annual town
meetings to purchase both parcels. Currently funding would be via Mansfield with
each community paying their share. If Norton purchases it an agreement to
immediately convey the land to Mansfield would need to be in place per Town
Counsel Mangiaratti.
• Foxborough is still planning to present two articles at this springs town meeting.
One is to appropriate Rinds to purchase up to 325,000 gpd of wastewater capacity
as pail of regional expansion. Second article has to do with authority to file Home
Rule Petition to clarify Water and Sewer Board authority.
5. Approve Minutes
