Discussions:
The following is a brief summary of discussions:
1. Community Updates
• Mansfield — Nothing new to report. Planning to perform some sewer system
metering this spring to help calibrate system computer model. Will benefit all
towns. Meters targeted for install on March 0'.
• Foxborough — Meetings continue between Selectmen and Water & Sewer
Commissioners in preparation for next meeting with Patriots on March 22M
• Norton — Norton Water and Sewer Commissioners discussing town meeting
articles with Selectmen. Nothing new with Wheaton
• Representative Barrows reported he had a meeting with the town managers from
Mansfield, Foxborough, Norton and N. Attleborough. All want to work together.
N. Attleborough now facing costly expansion as well. Good for all to meet Bill
Ross from Mansfield.
2. Staters of Regional District Legislation
• The Special Legislation that Rep. Jay Barrows filed (114307) still sits in Senate
Committee, Attorney Doug Wilkens reviewed additional proposed edits by Senate
counsel. Edits were provided to committee and all agreed with proposed wording.
• Representative Barrows is also pushing legislation that would allow a tax
deduction for sewer connections costs.
3. Status of response from land owners on appraisals
• The Kok's have responded back and asked for a slightly higher price based on an
appraisal they had completed. Lee Azinheira, Diane Me Elligott and David Young
had met with earlier to present the appraisals and review the timelines going
forward.
• Lee Azinheira and David Young met with the Reilly's and their attorney and
lawyer to present the appraisals to them. They have come back and asked for
more time to respond.
4. Discussion on Preliminary Draft of Regional District Agreement
• Committee members reviewed several additional Sections (thin Section 13) of
the 1 -28 -10 Draft Agreement. Members were asked to send their remaining
comments on the document to David Young prior to the next meeting so he can
incorporate for another draft revision.
5. Other Items
• Funding — Nothing new to report. Congressman Frank's office contacted
Mansfield representative about the $125,000 Federal grant to be shared by all
three communities for this project.
• Both Norton and Mansfield have place holder articles for their spring annual town
meetings to purchase both parcels. Currently funding would be via Mansfield with
each community paying their share. If Norton purchases it an agreement to
immediately convey the land to Mansfield would need to be in place.
• Town meetings are scheduled as follows:
• May 4rh Mansfield
• May 6 1 Norton
• May 10th Foxborough
• Foxborough is still planning to present two articles at this springs town meeting.
One is to appropriate funds to purchase up to 325,000 gpd of wastewater capacity
as part of regional expansion. Second article has to do with authority to file Home
Rule Petition to clarify Water and Sewer Board authority.
6. Approve Minutes
• The minutes of 01 -28 -10 and 2 -11 -10 were both unanimously approved.
