Community Updates • Mansfield —At their May 2010 Annual Town Meeting they unanimously passed $1.7M to acquire the two effluent recharge sites in Norton. • Foxborough — Meetings continue between Water & Sewer Commissioners and the Patriots organization in hopes of developing a monetary agreement to help pay for Foxborough's share of the treatment facility expansion. • Norton — At their June 2010 Annual Town Meeting the article authorizing an eminent domain taking of the two effluent recharge sites failed as the Reilly's spoke against the taking. This was a surprise to all parties involved as no indication from the Reilly's to this effect had been conveyed prior to. Norton officials hope to move forward on this issue at some point in the future. 2. Discussion about Land Acquisitions • Attorney Cove prepared a summary of actions leading up to the town meeting which documented all the back -up and efforts put forth to date to analyze the two sites and to obtain fair appraisal estimates. He will revise based on some comments and re- issue. • The Kok family has let it be known they are willing sellers and would like to proceed even if not by eminent domain. General consensus was that this made sense and should be pursued. Attorney Cove agreed to lay out a plan to develop an agreement for purchase and will confer with Mansfield counsel Mangiaratti. • General sense was to leave the Reilly's alone for awhile as the perception put forth by them is that this is a money ploy. • Norton BOS will discuss this issue generically at their next meeting and let folks in Norton know how much work had been done prior to the town meeting and to thank Representative Barrows for all his hard work on this issue. A Special Town Meeting in the fall may provide a timeline for re- addressing the land acquisition. 3. Discussion of Revised Draft of Regional District Agreement • David Young distributed a revised version of the Draft Agreement dated 6- 15 -10. Members were asked to review, circulate to appropriate representatives in their communities for review and then get coordinated comments back at a future meeting.
