Effluent Recharge Sites • Lawyers finalized the Kok Property P &S agreement. Price is $999,000. Kok allowed to stay on property for 24 months; no rent; Kok pays all taxes. • Mansfield BOS needs to declare "determination of uniqueness" of Kok property in order to out right purchase it. Lee Azinheira is preparing back -up info. • CDM has been asked to develop a scope and budget to conduct a site evaluation of the Kok property prior to purchase. • The SRF application was submitted on time to MassDEP. 2. Discussion of District Formation Status • Bill Ross noted that for this new budget Mansfield will be placing overhead costs in each department budget. All the towns wastewater costs go into their Enterprise account. In future will need to break into two enterprise accounts (collection system and W WTP). • Bill Ross suggested that Mansfield start holding regular meetings with Norton and Foxborough to review the budget process so that full transparency is occurring. • Mansfield also wants to make sure the existing WPCF employees are protected when the District is formed and that their benefits remain the same (or equal). • Norton and Foxborough want to make sure that actual flows are utilized for all future flow references (versus Title 5 flows). • Norton has four issues that it must have addressed: • Wants to have a payment in lieu of taxes (PILOT) established for the plant expansion. • Wants some form of a "Host Fee" also included since facility is sited in Norton. • Wants to see Wheaton College W WTP permit transferred over to the WPCF and some form of cost benefit provided. • Wants some form of cost protection written into the District Agreement in case the effluent recharge does impact their remaining municipal well in the area. • Foxborough indicated that Bob Bell had reviewed the District Agreement and they will forward his comments. Doing away with Title 5 flow standard is their main issue. 3. Other • Next meeting scheduled for October 281h at 6:00 pm Adjourn 7:30 pm
