Discussions:
The following is a brief summary of discussions:
1. General Updates
• Representative Barrows indicated he recently met with the three town mangers
and Representative Poirier to review the status of the District creation and discuss
the steps needed to move forward. FIe thought it was a good meeting and
informative since some of the town managers are new to the process.
• Representative Barrows indicated that the town managers understood the need for
a five year transition period and agreed it would be best to conduct an evaluation
prior to end of that period about whether to continue purchasing services from
Mansfield and utilizing Mansfield operation staff.
• Bill Ross reiterated that Mansfield is doing everything it can to be transparent
with all costs and that it expects to begin process of developing a separate WPCF
Enterprise account (separate from collection system).
• Representative Barrows also indicated he has spoken with the Reilly's about
whether they want to sell their land to the District. It appears there is interest in
the family to sell but he expects to hear back from Butch Reilly in a few days.
• David Young reviewed an initial draft of a WPCF Cost Expansion Memo, The
Phase 2 upgrade costs need to be added in. Lee Azinheira suggest dividing that
$15 Million value into two phases. Also the cost by various percentages of flow
ownership will be dived out for expansion, nutrient upgrade and Phase 2
upgrades.
David Young briefly reviewed the findings of the 21E evaluation done of the Kok
property and nothing of significance was uncovered. Copies of report were sent to
each community.
Mansfield BOS intend to vote approval of Kok propeiy agreement on December
81h and tentative closing is scheduled for December 17 ".
2. Discussion of District Formation Status
• Lee Azinheira discussed that Mansfield would be maintaining use of the Compost
Building and that it would not be part of the District. District will need to close
out the grit and sludge landfills at some point in the future. This needs to be added
to the District Agreement.
