Discussions:
The following is a brief summary of discussions:
1. General Updates
• David Young provided a status update on the WPCF Cost Memo which included
costs for expansion, nutrient upgrades and Phase 2 upgrades to the treatment
plant. Ken Hackett recently reviewed and his comments are being addressed. Fran
Yanuskiewicz indicated Norton was reviewing the memo and would be sending
along some comments.
• Lee Azinheira indicated Bill Ross had forwarded to each community some
information regarding the WPCF budget for next year. Lee also indicated there
was a slight increase projected since the SRF funding payment schedule was
moved up and a second thickened sludge pump will be installed this coming year.
• Norton representatives indicated they have been having additional conversations
with Wheaton representatives who are looking for O &M cost estimates. Most
recent O &M costs are from 12 -23 -09 but will be updated as part of cost memo.
• Representative Barrows indicated he has set up a meeting with Reilly's and their
lawyers and with certain town representatives to see if that land purchase can
move forward. Goal of meeting is to have Reilly's put any issues they have on the
table.
• No updates on Foxborough and Patriots or Mansfield and Easton.
2. Discussion of District Formation Status
• Diane McElligott reviewed the proposed Norton PILOT and that they believe an
annual payment of $200,000 credited to their bill is appropriate. She also
discussed that if the credit was an issue that the Norton flow could be reduced
proportionately instead. Mansfield and Foxborough representatives had several
questions about this proposal and the meeting ended with a request for Norton to
put their actual proposal in writing so that others could try to better understand the
reasoning and how it would work.
