Discussions:
The following is a brief summary of discussions:
1. General Updates
• Reilly Property — A meeting with Reilly's and their representatives was held last
week. They are willing to sell their land now but only if the full 51 acre site is
sold. No interest in only selling a 15 acre piece. Approximate value would be $1.1
Million. This would require a town meeting vote in both Mansfield and Norton.
Committee members only support that action if a signed purchase and sale
agreement exists and Reilly's are willing to support at town meeting. David
Young noted that this site would provide more buffer to facilities built and is
cheaper per gallon than Kok property as it appears to have much higher capacity.
Lee Azinheira noted this site would also require a Determination of Uniqueness.
• Motion: To pursue purchase of fill 51 acres of Reilly property for approximate
appraised value of $1.1 Million (Azinheira/Knapp). Unanimous approval.
• David Young spoke with Jack Hamm at MassDEP and they support increasing the
existing SRF loan to cover the increase in cost to acquire this site.
• Kok Property closing is scheduled for Dec 17th
2. Discussion of District Formation Status
• Diane McElligott reviewed the proposed Norton PILOT and indicated they would
have proposed written language to insert into the Agreement for the next meeting.
• David Young indicated he has received written comments on the Agreement from
Foxborough (Bob Bell), Paul DeRensis and Norton (Fran Yanuskiewicz) and has
incorporated them into the latest Draft.
3. Other
• Next meeting scheduled for January 13, 2011 at 6:00 pm (Note postponed to 01-
27-11).
